Explanation:
In 2005, Okomo Associates, LLC ("Okomo"), Stationside Village Associates, LLC and the Florida Department of Transportation (the "FDOT") initiated development approvals for a public/private joint venture project which included a 99 year lease relating to the property known as Sheridan Stationside Village to create a transit oriented mixed-use development on lands generally located between Interstate 95 and the CSX Railway from Sheridan Street to Taft Street. On July 16, 2008, the City Commission passed and adopted Resolution No. R-2008-252 approving the "Sheridan Station" Plat, but due to economic conditions, the Sheridan Station Plat was amended on December 18, 2013 via R-2013-365 to split the development rights between the remaining property owners to allow each owner to continue with the implementation of a similar project under a phased approach based on ownership lines. The transportation improvement projects previously identified to be completed consistent with the development of the project throughout the project development period were also amended to reflect the splitting of ownership interests and the new phasing plan of the project.
 
The original development plan provided a public road access between Sheridan Street and Taft Street through the proposed development for the public and residents. The current development plans for Phase I of the project provides for a gated 336 garden apartment community on Parcel D with its main entrance from Sheridan Street at North 29th Avenue and a secondary resident only access to Taft Street. These access restrictions precipitated changes to the Plat's approved Transportation Improvement Plan which have been identified in the revised Exhibit "B" attached hereto, reflecting the reduced traffic impacts due to the resident only access condition at the development's south park entrance to Taft Street and reassigning the completion of certain traffic improvement requirements to the future phased development of Parcels A and C.  
 
The Amendment to the Plat is being presented to the City Commission for consideration of approval.
