Explanation:
Background
Ordinance O-76-25, adopted on March 3, 1976, established the Hillcrest Planned Unit Development (PUD). The approximately 260-acre development permitted 2,355 residential units and a country club containing both a 9-hole and 18-hole golf course. Since its original adoption, the PUD has been amended several times to accommodate new phases of development. In 2006 and 2009, the City Commission approved a Land Use Plan Amendment and subsequent PUD amendment allowing Phase II of the Final Site Plan with 645 residential units to be built in areas previously designate for the country club. This action brought the permitted total to 2,944 residential units within Hillcrest.
In 2013, Ordinance O-2013-11 approved the Championship Academy (Pre-K through Grade 8) at 1101 Hillcrest. As part of that approval, the Academy was required to provide 24 dedicated staff parking spaces. In 2016, the school was expanded to Pre-K through Grade 10; however, the parking condition remained unmet. The current site plan now provides the required 24 spaces, which will be reserved exclusively for school staff on weekdays between 7:30 a.m. and 4:30 p.m., and available to Hillcrest residents and their guests outside of school hours.
In 2016, the developer submitted an affidavit confirming that Hillcrest contained 2,299 units prior to the Phase II 645-unit build-out, which brought the total to 2,944 units. This figure has been confirmed through multiple sources, including the developer’s affidavit, the Broward County Planning Council in 2019, and the Broward County Property Appraiser’s records, which collectively document 2,945 units recorded.
In 2025, the Broward County Planning Council reaffirmed that the maximum permitted density under the Irregular 11.5 land use designation, corresponding with the PUD-R zoning district, is 2,995 units. Based on this threshold, a balance of 50 units remains available within the overall Hillcrest PUD.
The applicant also seeks to utilize Policy 2.16.3 of the Broward County Comprehensive Plan, which provides a density bonus for the provision of affordable housing units. While the land use across Broward County is density restricted, this policy enables the integration of mixed incomes, the creation of diverse housing options within the County, and the encouragement of gentle intensification of residential areas for the purposes of encouraging affordable housing. Based on the formula associated with this policy, the applicant is granted 19 bonus units for every one unit provided at or below 50% of the Area Median Income. Based on this formula, the applicant is seeking to utilize six available units within the PUD as the base multiplier, which yields a total of 114 bonus units. When combined with the six base units, the policy allows up to 120 units. The applicant is proposing 110 units in total, which is within the permitted allowance.
Current Situation
On August 12, 2025, the Planning and Development Board considered the applicant’s request for Design and Site Plan approval within the Hillcrest PUD-R zoning district. Staff presented recommended conditions of approval addressing unity of title, parking agreements, and overall plan consistency. During its deliberations, the Board discussed opportunities to further enhance the architectural treatment of the building facades and to strengthen the project’s compatibility with the character of the existing Hillcrest PUD community. As part of its recommendation, the Board directed that two design alternatives be prepared and presented to the City Commission for consideration prior to final approval.
The Board provided a recommendation of approval for Design to the City Commission provided the applicant provide two alternative designs for the Commission’s consideration, addressing following condition:
1. The applicant works with staff to simplify the architectural details and patterns of the building’s design to look more harmonious to the neighborhood, and buildings shall be proportionate in scale and massing.
The Board provided a recommendation of approval for Site Plan, to City Commission with the following conditions:
1. A Unity of Title must be in a form acceptable to the City Attorney, prior to the issuance of any building permits, and the Unity of Title shall be recorded in the Public Records of Broward County immediately upon approval by the City Attorney.
2. Provide a shared parking agreement that clearly defines the terms between Championship Academy Charter School and the Hillcrest Village multifamily development.
Fiscal Impact:
Approval of this resolution will not fiscally impact the City.
