Explanation:
The Department of Public Utilities (“Department”) operates and maintains the 55.5 million gallon per day (MGD) Southern Regional Wastewater Treatment Plant, a 59.5 MGD Water Treatment Plant, and water distribution, sewer collection and transmission, reuse water supply, and stormwater management systems. These systems contain a complex array of infrastructure and assets that requires constant performance and condition monitoring, and maintenance and renewal activities to deliver target Levels of Service at optimal operational efficiencies.
Accela software, which had been used by the Department between 2007 and 2019 to track maintenance work orders, became outdated and lacked the flexibility to be integrated with other management software used by the City. After extensive evaluation of several specialized asset and maintenance management solutions, it was determined that it was in the City's best interest to acquire the Cityworks software by Azteca Systems, LLC, as the new Computerized Maintenance Management System.
On August 29, 2018, pursuant to Resolution No. R-2018-268, the City Commission approved and authorized the issuance of an Authorization to Proceed for Work Order B&V 18-02 with Black & Veatch Corporation (B&V) for Phase I Implementation of Cityworks Server Asset Management Solution Premium Software (“Cityworks Phase I Implementation”) for the Department of Public Utilities, in an amount not to exceed $388,852.00.
With the completion of Cityworks Phase I Implementation, the Department needs to proceed towards development of its Public Utilities Asset Management Program. Public Utilities Asset Management is a multifaceted framework of activities that will be implemented over several years, comprising organizational roles and accountabilities, business process and work practice designs, data and information management, assessment protocols, and staff competency building.
Upon the Department’s request, B&V provided a Statement of Work for Asset Management Consulting Services to support the Department’s first phase of development with subject matter expertise and industry best practices. The total cost of the services is in an amount not to exceed $324,973.00. The estimated duration of completion of this work is nine months.
On September 20, 2017, pursuant to Resolution No. R-2017-283, the City Commission approved a Professional Services Agreement with Black & Veatch Corporation for General Engineering Consulting Services for Water and Sewer Infrastructure projects. This Agreement had a term of four years with provisions to renew for two additional two-year periods. On August 5, 2021, the City exercised the option to renew the Agreement for the first two-year period through November 7, 2023 on the same terms and conditions as the original agreement. This agreement has a provision for insurance and indemnification that meets the City’s requirements and gives the City the right to terminate for convenience.
The Director of the Department of Public Utilities recommends that the City Commission approve and authorize the appropriate City officials to execute the attached Authorization to Proceed for Work Order No. B&V 22-02 with Black & Veatch Corporation for Asset Management Consulting Services for the Department of Public Utilities in an amount not to exceed $324,973.00.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.

Funding for this project was included in the amended FY 2022 Capital Improvement Plan, and is available in account number 442.409901.53600.531300.001060.000.000.
