Explanation:
The City desires to update its non-utility impact fees that were developed in December of 2021 to ensure that they are accurate and offset costs associated with development. The Florida Impact Fee Act requires that Impact Fees are updated at least every four years. As such, the City’s non-utility Development Impact Fee Study (Study) update shall be completed by December 22, 2025 and any identified Ordinance amendments shall be adopted by September 30, 2026.
On January 7, 2025, Request for Proposals Number RFP-265-25-SA was electronically advertised on www.OpenGov.com to solicit the desired non-utility Development Impact Fee Study in accordance with Section 38.43(A) of the Procurement Code. The RFP was solicited and resulted in proposals from three firms by the response due date: Alfred Benesch and Company, David Taussig and Associates, Inc., and Raftelis Financial Consultants, Inc.
On March 17, 2025, the Selection Committee met to evaluate and rank the proposals based upon the approved Evaluation Criteria established in the RFP. The Evaluation Criteria were Qualifications and Experience, Understanding and Approach to the Scope of Work, Local Preference, and Proposer’s Fee Statement. Based on the Evaluation Criteria, the Selection Committee evaluated the three proposals, and the scores were compiled to arrive at the following rankings, with the highest score being the highest ranked:
1. Alfred Benesch and Company 83.34 Points
2. Raftelis Financial Consultants, Inc. 76.46 Points
3. David Taussig and Associates, Inc. 76.33 Points
Based on these results, the Selection Committee recommends the City Commission authorize the execution of an Agreement with the highest ranked firm, Alfred Benesch and Company to complete a non-utility Development Impact Fee Study.
Fiscal Impact:
A portion of the funding for this agreement is available in account number 001.140201.51200.531300.000000.000.000, and will be requested in subsequent fiscal year’s operating budget subject to approval and adoption by the City Commission.
