Staff Recommends: Approval of the Attached Resolution.
 
Explanation:
The Police Department desires to purchase an automatic license plate recognition (LPR) system and associated equipment which is designed to capture and process images of license plates and to check against a database of known plates as part of the Homeland Security and Public Safety emergency Preparedness.
            
The LPR system consists of two (2) Mobile LPR 2-camera systems, three (3) MERC-LPR 2-camera fixed LPR speed trailer with programmable LED speed signs and software.
 
The requested automatic license plate recognition system and associated equipment are available from Safeware Incorporated of Landover, Maryland pursuant to the U.S. Communities Contract No. 440001839 and RFP No. 11-205753-10 and Safeware, Inc has agreed to provide the specifically requested automated license plate recognition system under similar pricing, terms and conditions.
 
Section 38.40(C)(5) of the City's Purchasing Code allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.
 
On November 2, 2011, the City Commission passed and adopted Resolution No. R-2011-290 which approved the acceptance of FY 2011 Urban Area Security Initiative (UASI) Grant Program dollars in the approximate amount of $222,939.00.
 
The City was awarded UASI funds in the amount of $222,939.00 and a portion of these funds in the amount of $146,837.99 will be utilized to fund the purchase of the automatic license plate recognition system and associated equipment.      
 
Since the funding source for the purchase of the automatic license plate recognition system and associated equipment will be FY 2011 Urban Area Security Initiative (UASI) Grant Program dollars, the taxpayers of the City of Hollywood will incur no cost for this expenditure.
 
The Chief of Police and the Director of Procurement Services recommend that the appropriate City Officials approve the execution of a Purchase Order between Safeware, Inc and the City of Hollywood for the purchase of automatic license plate recognition system and associated equipment.
