For The Licensing And Service Of The Software Products For The CCTV And Automated License Reader Camera System.

Explanation:
In order to provide a deterrent to crime and provide the Police Department with additional tools for investigating crimes, the City will be implementing a City wide CCTV and Automated License Plate Reader camera system. This system will be implemented in three phases as follows; (1) Phase 1: Federal Highway corridor from Pembroke Road to Sheridan Street; (2) Phase 2: North Beach; and (3) Phase 3: Downtown Hollywood from Hollywood Blvd to Harrison Street between Dixie Highway and US 1. Upon implementation of the system, Police Department staff will be able to monitor the cameras from a video center in the Police Department. The City will be acquiring the cameras and associated equipment from Safeware, utilizing the US Communities agreement. Safeware will provide a “turnkey” solution and will be responsible for the installation of all the cameras and associated equipment. Safeware will only be paid upon the successful completion of each phase. The system must be fully operational and will undergo a thirty day test period whereby the video must be able to be seen clearly on all cameras from the video center at the Police Department both during the daylight and evening hours. In addition, staff must be able to view recorded video and create DVD’s. Each phase will undergo a thirty day testing period, and only upon successfully completing the testing will the City approve payment to Safeware.
The estimated cost for these phases is estimated at $1,500,000.00. Funding for Phase 1 and Phase 3 of this project will be funded through a future debt financing to be issued by the City at a subsequent date subject to the prior review and approval of the City Commission to fund certain capital projects to be included in the FY 2015 Capital Projects list. Funding for Phase 2 will be allocated from the Federal (Justice) Law Enforcement Forfeiture Funds in accordance with the federal guidelines, and funds will be derived from available fund balance in the Law Enforcement Forfeiture Fund, Fund 12, in an amount not to exceed $329,505.60.
