Explanation:

Section 166.0451, Florida Statutes, requires municipalities to prepare and maintain an inventory of municipally owned real property that is appropriate for use as affordable housing. The statute further requires that the inventory be reviewed at a public hearing and that the governing body adopt a resolution identifying such properties.

 

The City of Hollywood maintains an inventory of City-owned properties through its Geographic Information System (GIS) and other public records. In accordance with the requirements of Section 166.0451, Florida Statutes, City staff conducted a review of City-owned vacant properties to determine whether any parcels are appropriate for future affordable housing development based on factors such as location, access to infrastructure, zoning, future land use designation, and compatibility with surrounding development patterns. As a result of this review, staff identified the vacant parcels listed in Exhibit "A" as appropriate for consideration for affordable housing development. Adoption of the proposed resolution updates and supplements the City's existing inventory of municipally owned real property by specifically identifying these parcels as appropriate for affordable housing purposes.

 

The proposed resolution is intended solely to satisfy the inventory and public hearing requirements of Section 166.0451, Florida Statutes, and to formally designate the identified parcels within the City's affordable housing inventory. Inclusion of a property within the inventory does not constitute approval of any specific development proposal, disposition, sale, lease, or conveyance of City-owned land, nor does it obligate the City to undertake any specific action with respect to such property. Any future development, disposition, partnership agreement, or affordable housing project involving City-owned property would be subject to separate review and approval by the City Commission as required by law and in accordance with City policy.

 

In addition, inclusion or exclusion of any City-owned property in Exhibit “A” shall not be construed to limit, restrict, or preclude the City’s authority, in accordance with its Charter and applicable law, to evaluate, consider, approve, solicit, procure, or pursue affordable housing, workforce housing, public private partnership, or other lawful development opportunities on any City-owned property, whether or not such property is listed in Exhibit “A,” and regardless of when such opportunities may arise. Inclusion in Exhibit “A” is not a prerequisite to the City’s consideration or pursuit of such opportunities, and the City retains full discretion over all City- owned property.

 

The action reaffirms the City's ongoing commitment to expanding affordable and workforce housing opportunities and ensuring compliance with state affordable housing requirements.

 

 

Fiscal Impact:

Approval of this Resolution will not fiscally impact the City.
