Explanation:

The 2007/2008 Wastewater System Master Plan identified the need to implement capital improvement projects related to the assessment, renewal and replacement of the major components of the City’s sewer collection system. The primary goal of the Gravity Sewer System Condition Assessment, Renewal, and Replacement (Inflow/Infiltration-I/I) Program (Level Two) - Excavated Point Repairs is to reduce the amount of I/I into the Southern Regional Wastewater Treatment Plant (SRWWTP). This program is also known as the I/I Reduction Program. This phase of the I/I Reduction Program will address sanitary sewer basins that have been previously identified for rehabilitation, achieving the greatest benefit to the City in terms of I/I reduction by performing video inspection of the sewer system, identifying the problem areas and repairing the damaged pipe sections. Under this contract, the City will also conduct video inspection of sewered areas throughout the City.

 

On June 30, 2020, the Department of Public Utilities staff advertised the project, soliciting for qualified construction services for the Gravity Sewer System Condition Assessment, Renewal and Replacement Program. On August 27, 2020, three (3) bid proposals were received at the Office of the City Clerk and were publicly opened at the SRWWTP with the following results:

After thoroughly evaluating the bid proposals for compliance with the contract documents, the Department of Public Utilities’ staff determined that the low bidder, Envirowaste Service Group, Inc., is the lowest responsive, responsible bidder. On October 6, 2020 a Notice of Intent to Award related to the project was posted on the City of Hollywood website and on DemandStar and resulted in no bid protests.

 

The Department of Public Utilities staff recommends that the City Commission authorize the appropriate City officials to execute the attached contract with Envirowaste Service Group, Inc. in the amount of $ 1,144,967.50 for construction services related to the Gravity Sewer System Condition Assessment, Renewal And Replacement (Inflow/Infiltration) Program (Level Two) - Excavated Point Repairs project.

 

The project will be substantially completed in 910 days from the date of the Notice to Proceed.

 

The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.

 

 

Fiscal Impact:

Funding for this project is included in the amending FY 2021 Capital Improvement Plan, and is available in account number 442.409901.53600.563010.000712.000.000.
