Explanation:
Staff recommends award of contract to construct sidewalks associated with the Colbert Elementary Safe Routes to School Sidewalk Project. The Project was electronically advertised via BidSync in accordance with the City’s Purchasing Ordinance, Section 38.42 (A)(1) on June 14, 2018. A Pre-bid Meeting was held on July 16, 2018. Subsequently, two bid submittals were received and opened on July 23, 2018. The tabulation of the bids received is attached.
City staff and FDOT have reviewed the bids and determined the Sagaris Corp. bid, to be the lowest responsive and responsible bid, and therefore, recommends awarding of the contract to Sagaris Corp. in the amount of $1,199,507.60.
The City received Federal Highway Administration Safe Routes to School Funds via Grant applications submitted to the Broward Metropolitan Planning Organization ( Broward MPO) in FY 14 and 15, approved by Resolutions R-2014-048 and R-2015-014; each for approximately $500,000. The grants are managed by the Florida Department of Transportation (FDOT) through its Local Agency Program (LAP).
After Broward MPO grant award, and placement of the project on the FDOT’s work program, City staff began the LAP Project Specific Certification process with FDOT, which was completed in September 15, 2017. The City received FDOT’s Notice to Proceed on May 15, 2018, after which the project was advertised for bids.
Funding for the project as follows; FDOT Safe Routes to School Grant in the amount of $975,310, a portion of the funding was included in the FY 2018 Capital Improvements Program that was approved pursuant to Resolution No. R-2017-289 and is available in account number 34.1400.18540.541.006303. It will also be necessary to amend the approved FY 2019 Capital Improvements Program and allocate funding in the amount of $75,000.00 as set forth in the attached Exhibit “A”.
