Explanation:
The Department of Public Utilities (“Department”) operates the 55.5 million-gallon per day Southern Regional Wastewater Treatment Plant (“SRWWTP”). The SRWWTP uses multiple processes to treat wastewater and produce high-quality effluent. Treated effluent is currently discharged into existing Deep Injection Wells No. 1 and 2, or the Atlantic Ocean. These deep injection wells were placed in service in 2002 and are the primary disposal method under Florida Department of Environmental Protection (“FDEP”) Permit Number 156419-009-007-UO/1M issued on February 15, 2018. This permit requires that a five-year mechanical integrity testing (“MIT”) program be completed before August 21, 2022, for Deep Injection Well No. 1 and before August 31, 2022, for Deep Injection Well No. 2.
On June 15, 2022, the City Commission passed and adopted Resolution No. R-2022-173 which authorized the execution of a contract with Layne Christensen Company for construction services related to MIT of deep Injection Wells No. 1 and No. 2, and to execute the Authorization to Proceed for Work Order No. H&S 22-06 with Hazen and Sawyer, P.C. (“H&S”) for construction administration services for the project.
Injection Well No. 1 passed the MIT successfully; however, the MIT on injection well No. 2 was unsuccessful, resulting in FDEP notification that this well must remain out of service until mechanical integrity can be demonstrated.
The Department desires to investigate the cause of the MIT failure and perform repairs as needed. The Department needs to retain a professional engineering firm to design the repair, develop a mechanical integrity test plan, and oversee its implementation, for FDEP to allow Deep Injection Well No. 2 to be put back in service.
On September 20, 2017, the City Commission passed and adopted Resolution No. R-2017-283 which authorized continuing professional consulting engineering services contracts with four firms, one of the firms being H&S. On August 9, 2021, the continuing services contract with H&S was renewed for another two-year period.
The Department’s Engineering Support Services Division (“ESSD”) requested H&S’s assistance in designing the repair of Injection Well No. 2. ESSD selected H&S because it was the direct responsible charge for the 2022 MIT performed on the injection wells at the SRWWTP, inclusive of Injection Well No. 2, and has the most knowledge of the conditions of its failure. In addition, H&S has demonstrated outstanding work performance in the completion of past projects related to the SRWWTP since 1985.
The Department reviewed the proposal submitted by H&S and found it to be in line with the Department’s desires and direction in comparison to alternative options, with deliverables and results that will meet the needs of the SRWWTP.
The Department requested a proposal from H&S to provide professional engineering services for design, permitting, and bidding services for the repair of Deep Injection Well No. 2. H&S submitted a proposal to provide the engineering services in an amount not to exceed $75,458.00. Department staff evaluated the scope and fee proposal and have determined that the negotiated fee is fair and reasonable and in accordance with industry standards.
This agenda item seeks City Commission approval and authorization for the appropriate City officials to execute an Authorization to Proceed for Work Order No. H&S 23-01 with Hazen and Sawyer, P.C. to provide professional engineering services, in an amount not to exceed $75,458.00, for design, permitting, and bidding services related to the repair of Injection Well No. 2. It is necessary to amend the approved FY 2023 Operating Budget, as set forth in the attached Exhibit “1”.
Upon authorization, the work order will be completed in approximately six months from the date of the Authorization to Proceed.
Fiscal Impact
Funding will be made available in Fiscal Year 2023 Operating Budget as detailed in Exhibit 1, subject to approval of this resolution.
Department staff will manage this project. No additional staff are needed for this project.
