Explanation:
The City of Hollywood, Department of Public Utilities operates a Deep Injection Well Pump Station at the Southern Regional Wastewater Treatment Plant (SRWWTP), located at 1621 North 14th Avenue, Hollywood, Florida 33022, as the primary method to dispose of treated effluent.
 
Deep well pump number three (3) provides operational flexibility for the disposal system at the Southern Regional Wastewater Treatment Plant (SRWWTP) and is part of the Florida Department of Environmental Protection mandated redundant system.
 
On Friday, December 27, 2013, deep well pumping unit number three (3) failed during routine operation as the drive shaft snapped damaging the impeller and breaking the  volute of the pump.
 
The damaged pump is part of a system of similar pumps that form a network of equipment engineered for a common cause and must be replaced with an identical pumping unit because of the unique characteristics, design limitations and overall layout constrains of the existing Deep Injection Pump Station.
 
Flowserve Pumps is the manufacturer of all three deep well pumps and Carter & Verplanck, Inc. is the sole source exclusive representative of Flowserve Pumps in the state of Florida.
 
In an attempt to do repair versus replacement evaluation, Carter and Verplanck, Inc. provided repair costs of $151,277.00 for deep well pump number three (3), inclusive of parts and labor but excluding mounting of repaired pump to the pump base, connecting repaired pump to existing piping and alignment services.
            
The price to furnish and supply a replacement pump from Carter and Verplanck inclusive of freight is quoted at $125, 506.00.
Pursuant to Section 38.40(C)(3) of the City's Purchasing Code, sole source supplies and services, such as unique, patented, or franchised supplies or services, are exempt if the Director determines, after conducting a good faith review of available sources, that the particular supply or service is available from only one source.
                              
The Director of Public Utilities and the Director of Procurement Services recommend the issuance of the attached Purchase Order in an amount not to exceed $125,506.00 for the purchase of a Flowserve replacement pump.
 
Funding for maintenance-type projects was included in the FY 2013 CIP and approved via Resolution No. R-2012-336 and funding for this purchase is available in the Department of Public Utilities Account Number 42.4000.85299.536.006302.
