Explanation:

The Department of Public Utilities (Department) requires Emulsified Polymer (Polymer), a vital material used in the wastewater treatment and disposal operations at the Southern Regional Wastewater Treatment Plant (SRWWTP). Polymer plays a key role in the coagulation and removal of solids during Secondary treatment and in the dewatering of biosolids prior to disposal or land application. Its use is essential to maintaining compliance with regulatory wastewater treatment requirements.

A competitive procurement process was completed by Broward County (Broward), via Bid OPN2118441B1. Broward issued Contract No. OPN2118441B1 to Polydyne, Inc. (“Polydyne”) for an initial period of two years beginning on August 20, 2019, and ending on August 19, 2021, with three optional one-year renewals through August 19, 2024, for a potential total contract duration of five years.  On April 16, 2024, a Third Amendment provided for five additional optional renewal terms, resulting in a potential total contract duration of ten years through August 19, 2029, and authorized price adjustments. The current term of the active OPN2118441B1 contract is from August 20, 2026, through August 19, 2027.

Polydyne has agreed to allow the City of Hollywood to piggyback on contract number OPN2118441B1 under the same terms, conditions, and pricing.

The Department Director and the Chief Procurement Officer recommend that the City Commission approve and authorize the execution of a renewable Blanket Purchase Agreement with Polydyne for Polymer from November 30, 2026, through August 19, 2027, in an annual amount up to $500,000.00.

Fiscal Impact:

Funding for this purchase is available in the FY 2027 Operating Budget in account number 442.400601.53600.552330.000000.000.000.

No new staff is needed as a result of this resolution.
