Explanation:
The City of Hollywood, Community Development Division issued RFQ-162-24-SK to create a qualified pool of State of Florida General Contractors to provide construction services in conjunction with the City’s Owner-Occupied Housing Rehabilitation Program (the “Program”) and in accordance with the terms, conditions, and specifications contained in this solicitation.
The services include:
• Category 1: General repair and rehabilitation, including sewer-connection services, of owner-occupied dwellings within the city, on behalf of households. Additional services under this category include, but are not limited to:
• Extensive and minor interior and exterior home repairs, including, but not limited to driveways, fencing, and exterior paint.
• Demolition of substandard housing and construction of new housing on property owned by eligible households who will occupy the new housing upon completion.
• Category 2: Expansion of the approved vendor list for Residential Roofing Services
• Category 3: Expansion of the approved vendor list for Installation of Residential Impact Windows and Doors
RFQ submittal deadline was February 14, 2024, and resulted in Statement of Qualifications (SOQs) from thirty-eight firms as follows:

On May 13, 14, and 16, 2024, the Selection Committee met to evaluate and rank the SOQs for Categories 1, 2, and 3 based upon the approved Evaluation Criteria established in the RFQ.
The Selection Committee evaluated all SOQs, and removed three firms (A-1 Mechanical Services, Inc., Resipro LLC, and Stacy Bomar Construction LLC) from the qualifications process for reasons that include improper licensures, previous litigation, and past non-compliance with the City’s Owner-Occupied Housing Rehabilitation Program. The scores were compiled to arrive at the following rankings for each category, with the highest score being the highest ranked:

The Division recommends the City Commission authorize the execution of a Blanket Purchase Agreement, for a term of three years, with each of the highest ranked firms under Category 1.
The Division recommends that the City Commission authorize the execution of a Blanket Purchase Agreement with each of the highest ranked firms under Category 2 and 3 and to add these firms under the current ranking for Residential Roofing, Impact Windows and Doors, which expires on October 31, 2026, as approved under Resolution No. R-2023-318.
Fiscal Impact:
Funding for the Blanket Purchase Agreements is available in the FY 2024 Operating Budget in account numbers 116.160502.51900.592020.001247.000.000, 164.160301.55400.592020.001401.000.000, and 164.160301.55400.592020.001551.000.000
