Explanation:
The Public Utilities Department ("Department") owns and maintains the City's complex stormwater system that includes catch basins, drainage pipes, exfiltration trenches, outfalls, swales, retention ponds, and stormwater pump stations.
The Department has the responsibility for planning, regulating, designing, constructing, operating, and maintaining the water, wastewater, and stormwater systems within the City’s utility service area.
The Department of Public Utilities (“Department”) followed the procedures established in the Florida Statue 287.055, Consultants’ Competitive Negotiation Act (“CCNA”), and the City’s Procurement Ordinance to advertise for statement of qualifications to select an engineering consulting firm to provide engineering design, management, and construction services related to:
1. Implementing the Long-Term Stormwater Capital Improvements projects as indicated in Resolution R-2025-223;
2. Implementing the Urgent Interim Stormwater Capital Improvements projects as indicated in Resolution R-2025-223;
3. The Stormwater projects renewal and replacement projects indicated in the projects as indicated in Resolution R-2025-223;
4. Assisting the Department staff in all aspects related to the implementation of drainage capital improvements projects Citywide;
5. Assisting the Department staff by evaluating potential drainage projects due to drainage complaints;
6. Coordinating projects with the Florida Department of Transportation and other agencies having jurisdiction;
7. Assisting the Department staff with aspects associated with the management of the stormwater system Citywide.
On August 23, on May 20, 2025, the Department and the Office of Procurement and Contract Compliance (“Procurement”) followed procedures established in the CCNA pursuant to Section 287.055, Florida Statutes 287.055, and the City’s Procurement Ordinance, to advertise for statements of qualifications via RFQ-320-25-JJ for Design, Management and CEI services for the projects as set forth above.
On July 10, 2025, RFQ-320-25-JJ was opened at 3:00 p.m., and Procurement received statements of qualification packages from the following five firms:
1. Ardurra Group, Inc.
2. CDM Smith, Inc.
3. CES Consultants, Inc.
4. Gannett Fleming, Inc.
5. South Florida Engineering and Consulting, Inc.
Procurement assembled a diverse selection committee composed of four qualified professionals which were assigned the task of evaluating the statements of qualifications and ranking the responses. On August 13, 2025, members of the Selection Committee met for the first time, evaluated the five proposals, ranked the firms based on the stipulated evaluation criteria,
Selection committee members completed the evaluation process after determining that oral presentations were unnecessary and ranked the firms following the stipulated guidelines in the request for qualifications package. Scores were compiled to arrive at the following rankings, with the highest score being the highest ranked:

The committee determined that it is in the City’s best interest to select one firm to provide Stormwater Program Management services for these capital improvement projects. Professional engineering consulting services will be provided by the selected consulting firm in accordance with the project schedules once a negotiated and approved agreement is executed.
The initial contract term shall commence upon final execution of the contract by the City and shall expire six years from the execution date. The City reserves the right to extend the contract for two additional three-year periods, providing all terms, conditions, and specifications remain the same, both parties agree to the extension, and such extension is approved by the City.
This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to negotiate a consulting engineering agreement with the highest-ranked firm to provide Engineering Design and CEI services for the projects as set forth above.
Fiscal Impact:
Approval of this resolution will not fiscally impact the City as this resolution seeks to rank professional consulting engineering firms and execute the consulting engineering agreement with the highest ranked firm. The contract cost is unknown until negotiations are finalized and required funding will be determined at the time.
Department of Public Utilities staff will manage this project. No additional staff are needed as a result of this project.
