Explanation:

The Department of Public Utilities (“Department”) is responsible for maintaining the City’s water, sewer, and stormwater systems.  Recently, the Department has experienced failures in these systems in areas not owned by the City.  These locations are owned by the State, County, or other governmental agencies (“agencies”).

 

When an emergency repair occurs in these areas, outside agencies require the City to obtain after-the-fact permits.  These permits are required, even when the work is completed quickly, to protect public health and safety.  To obtain these permits, the City must submit detailed construction documents, including engineering drawings and technical specifications.  Preparing these documents requires professional engineering assistance that can provide quick, on-demand support.

 

On September 6, 2023, the City Commission approved Resolution No. R-2023-277, authorizing the execution of continuing contracts for consulting engineering services with eight firms for water, sewer, reuse, and stormwater infrastructure projects.  One of the selected firms was Tetra Tech, Inc. (“TTH”).

 

The Department subsequently requested a proposal from TTH for emergency design, permitting, and related engineering services. TTH submitted a proposal not to exceed $300,000.00 for emergency design, permitting, and other services for various repair, extension, or replacement projects.

 

This agenda item seeks the City Commission’s approval and authorization to execute an Authorization to Proceed for Work Order No. TTH 26-02 with TTH for professional engineering support services for emergency repair permitting on an as-needed basis in an amount up to $300,000.00.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2026 Capital Improvement Plan and FY 2026 Operating Budget and is available in account numbers 442.409901.53600.531300.000744.000.000, 443.419901.53800.563010.000913.000.000, and 442.400401.53600.531170.000000.000.000.

 

Department staff will manage this project.  No additional staff is needed as a result of this project.
