Explanation:

The Community Redevelopment Agency (“CRA”) desires to enter into an agreement with a firm to provide construction project implementation, project control oversight and owner’s representation for the Phase IV - Undergrounding of Overhead Utilities and Streetscape Beautification Project Number (BCRA 19-001).

 

The third-party consultant supervises deliverables, material quantities, evaluation of Contractor’s draw request, certification of construction, invoice deliverables and reimbursable documentation for FDOT’s Resurfacing, Restoration and Rehabilitation Project, and the State Resiliency Grant.

 

Section 38.43 of the Procurement Code states that when the estimated annual cost of goods, supplies, materials, equipment, or services exceeds $50,000.00, a formal solicitation is issued, therefore on April 11, 2023 a Request for Qualification was electronically advertised on OpenGov.com.

 

The RFQ resulted in one proposal from Basulto Management Consulting, Inc. (“BMC”) and on August 1, 2023, the Selection Committee met to evaluate and rank the proposal based upon the approved Evaluation Criteria which includes: Firm Qualifications and Experience, Organizational Profile and Project Team Qualifications, Approach to Scope of Work and Timely Delivery, References, Projection Execution, Financial Resources, and Location of Firm’s Office.

 

Based on the Evaluation Criteria, the Selection Committee evaluated the proposal, and received a score of 94.75 Points of 100 points.

 

Staff recommends Ranking and Authorizing the Appropriate CRA Officials to Negotiate an Agreement with Basulto Management Consulting, Inc., to Provide Construction Oversight and Project Control Services for Phase IV - Undergrounding of Overhead Utilities and Streetscape Beautification (BCRA 19-001).

 

Fiscal Impact:

Funding for these expenditures are equally divided between Beach CRA account number 163.639901.552.563010.001235.000.000 (Underground Ph 4 - East/West Streets) and account number 163.639901.552.563010.001236.000.000 (Underground Ph 4 - A1A South).
