Explanation:
The Department of Parks, Recreation and Cultural Arts (PRCA) requires a fireworks display to be held on July 4, 2015.
 
On December 30, 2014, Notice of Request for Proposals (RFP) Number 4444-15-IS was electronically advertised via BidSync in accordance with the City's Purchasing Ordinance, Section 38.42(A).
 
RFP-4444-15-IS was opened at 3:00 P.M. on January 20, 2015 and resulted in responses from two (2) firms:
 
            Pyrotecnico Fireworks, Inc.            New Castle, Pennsylvania                              
            J&M Displays, Inc.                              Yarmouth, Iowa            
 
Evaluation of the proposals submitted for RFP-4444-15-IS, Offshore Fireworks Display was based upon the criteria as established in the RFP as follows: quantity of shells, size of shells, type of shells, past experience and references with similar projects, qualifications and experience of persons assigned to the project and cost.
 
On January 29, 2015 an Evaluation Committee consisting of the Assistant Director of the Department of Parks, Recreation and Cultural Arts, the Visitor Services Specialist from the Community Redevelopment Agency, the Fire Chief and a Police Sergeant met to evaluate both proposals received.
 
After evaluation of each proposal, the Evaluation Committee recommends that the City Commission authorize the issuance of the attached Blanket Purchase Order to Pyrotecnico Fireworks, Inc. of New Castle, Pennsylvania for Offshore Fireworks Display to be held on the Fourth of July.
 
The Fourth of July display will be conducted from a barge located approximately one thousand two hundred sixty (1,260) feet due east of the shoreline at a location to be determined by the City.
 
The fireworks display will consist of two thousand and ten (2010) firework shells, igniting for approximately seventeen (17) to twenty-one (21) minutes in length.
 
Pyrotecnico has provided the City's Fourth of July Fireworks in a satisfactory manner over the past four (4) years.
 
The Director of Parks, Recreation and Cultural Arts and the Director of Procurement Services recommend that the City Commission approve the attached Blanket Purchase Order to Pyrotecnico Fireworks, Inc. of New Castle, Pennsylvania for the Offshore Fireworks Display for a two (2) year period in an annual amount of $79,995.00 with the option to renew for an additional three (3) year period.
 
The award is subject to the City's receipt and approval of all insurance certificates required by the City's Risk Manager.
 
Funding has been provided for in the fiscal year 2015 Parks, Recreation and Cultural Arts 4th of July Budget Account Number 01.3166.00000.572.004910 in the amount of $79,995.00 and will be budgeted in subsequent fiscal years.
