Explanation:
The City of Hollywood Department of Public Utilities (“Department”) operates and maintains 85 sewer-lift stations throughout the City. These lift stations move sewage to the wastewater plant for treatment and prevent localized sewage back-ups and sanitary sewer overflows to protect the public health and safety.
The City of Hollywood applied for and was awarded a grant for $3,435,000.00 through the State of Florida Department of Economic Opportunity (“DEO”) Community Development Block Grant Mitigation (“CDBG-MIT”) program to repair two lift stations, N-07 and N-08 which were damaged by Hurricane Irma. The grant also provides for hardening of these lift stations to help prevent future damage. On May 5, 2021, pursuant to Resolution No. R-2021-101, the City Commission approved and authorized the appropriate City officials to accept the CDBG-MIT grant funds and to execute all related agreements and documents. Funding grant Agreement No. IR038 was subsequently executed by the DEO and the City of Hollywood.
This project will upgrade Lift Stations N-07 and N-08, including equipment and structure rehabilitation, replacement of existing force mains and installation of permanent generators. The project is designed to mitigate damage associated with storm surge and flooding up to 500-year flood levels.
The Department needs to retain a professional engineering firm to provide design and construction administration services for the Lift Stations N-07 and N-08 Upgrades project to comply with grant requirements.
The Department followed the procedures outlined in Section 287.055, Florida Statutes entitled “Consultants’ Competitive Negotiation Act” (“CCNA”), and the City’s Procurement Code to advertise a statement of qualifications for the design and construction services for the Lift Stations N-07 and N-08 Upgrades project on June 23, 2022.
On July 26, 2022, the Office of the City Clerk and the Department received qualification packages from the following five engineering firms:
1. Carnahan, Proctor & Cross, Inc.
2. EAC Consulting, Inc.
3. EXP U.S. Services Inc.
4. Gannett Fleming, Inc.
5. Miller Legg
On August 30, 2022, members of the Selection Committee met for the first time, evaluated the five proposals, ranked the firms based on the stipulated evaluation criteria, and arrived at the following rankings, with the highest score being the highest ranked:

On September 27, 2022, members of the Selection Committee conducted oral interviews with the two short-listed firms, following which the Selection Committee ranked the short-listed firms:

This agenda item seeks City Commission’s authorization for the appropriate City officials to negotiate a professional engineering consultant services agreement with the highest ranked firm, EAC Consulting, Inc., to provide professional engineering services related to the Lift Stations N-07 and N-08 Upgrades project.
Fiscal Impact:
Funding for this project was included in the amended FY 2023 Capital Improvement Plan and is available in account numbers 442.409802.53600.563020.001404.000.000 and 442.409802.53600.531210.001404.000.000.
If the negotiated contract amount is above the City Manager’s authority, the agreement will be brought back to the City Commission at a later date for approval.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
