Explanation:

The Department of Parks, Recreation and Cultural Arts and the School Board of Broward County (“SBBC”) desire to perform major repairs to Driftwood Community Pool, including but not limited to repairs and replacement to the pool’s PVC membrane, filtration system, and chemical control systems in order to ensure safe and efficient pool operations.

On October 16, 2002, through Resolution No. R-2002-359, the City and SBBC executed a Lease Agreement for Driftwood Elementary / Middle School recreation area and swimming pool.

Section 2.13 Maintenance, Pool and Bathhouse, subsection (b) of the Lease Agreement states, “In the event major repairs are required, the parties shall meet and mutually agree on the appropriate action to be taken for such repairs and the method of payment by the respective parties. Major repairs to the pool shall be completed on a pro rata basis, with both parties paying fifty (50%) percent of the cost of the major repairs. A major single repair is considered any repair over $10.000.00. Major repairs include pump systems, chlorination system, floor and wall system repair, and deck work”.

The SBBC has contracted Zack Tanner Industries to perform the necessary repairs for the pool and its systems for an estimated amount of $800,000.00 plus a 10% contingency, which will be performed in phases to minimize programming impact.

The Director of the Department of Parks, Recreation and Cultural Arts agrees with the SBBC evaluation for the need to perform major repairs and recommends that the City Commission approve and authorize the issuance of a Purchase Order to reimburse SBBC for 50% of the total cost for the major repairs to Driftwood Community Pool in the amount up to $440,000.00.

Fiscal Impact:

Funding for the Purchase Order has been appropriated and exists in account number 334.309901.57200.564530.002020.000.000
