Explanation:
The Department of Development Services, Planning and Urban Design Division seeks to issue a Blanket Purchase Agreement for General Planning Services Consulting, based on the existing contract between the City of Wilton Manors and Calvin, Giordano, & Associates, Inc.
A piggyback contract was granted to the Planning Division for the period between April 4, 2024, and October 17, 2025, and was granted a 120-day extension until February 13, 2026.
The Planning and Urban Design Division seeks to continue these services and has been authorized to piggyback on the competitively bid contract through RFP 2022-05, awarded to Calvin, Giordano, & Associates, Inc. by the City of Wilton Manors. The current term of the contract is from December 13, 2022, to December 12, 2026, with no option for renewal.
At this time no other municipalities have executed a publicly advertised and competitively awarded procurement process for professional planning consulting services that is currently available for piggybacking. As such, the City of Wilton Manors contract stands as the sole available option that allows the Planning and Urban Design Division to ensure continuity of services for an additional nine-month period. During this interim timeframe, the Division will actively pursue the establishment of a new contract for similar professional planning services, based upon the availability of eligible piggyback agreements or through a City-initiated competitive procurement process.
Calvin, Giordano, & Associates, Inc. has agreed to extend the same pricing and terms as the piggyback contract, covering the period from February 13, 2026 to December 12, 2026, with a total amount of $500,000.00.
Fiscal Impact:
A portion of the funding for the Blanket Purchase Agreement is available in the FY 2026 Operating Budget in account number 001.140401.51500.631170.000000.000.000, and will be budgeted in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission. This Blanket Purchase Agreement is for City/CRA usage and additional funding will be identified on an as needed basis by each respective department subject to available funds.
