Explanation:
In a City of Hollywood Special Election held on March 12, 2019, voters approved a variety of projects to be funded by a General Obligation Bond. The New Police Headquarters was approved as one of the projects to be funded. A new radio tower will be required adjacent to the New Police Headquarters project to allow for continuity of essential communications for both the City’s Public Service Radios and the Police Department’s Real Time Crime Center.
The new radio tower will be required regardless of the proposed location of the New Police Headquarters building, because the existing tower does not meet current requirements for essential facilities and is past its anticipated design life.
The General Obligation Bond did not include the design or construction of the radio tower in the project scope or funding; the Police Headquarters Radio Tower is funded through Capital Improvement Plan funds.
On September 1, 2021, the City Commission passed and adopted Resolution No. R-2021-208, approving and authorizing the appropriate City officials to execute Continuing Service Agreements with various engineering firms, one of them being G.M. Selby, Inc., to provide various engineering services including Engineering Services for Technology, Access, and closed circuit television (“CCTV”).
The Department of Design and Construction Management (“DCM”) previously contracted with G.M. Selby for a study phase contract for this project and is very pleased with their work and proactive coordination with the New Police Headquarters design team. As a result, DCM would like to utilize them as the best fit consultant for the radio tower design, as they are already familiar with the project’s requirements and have successfully completed all the study phase requirements.
The scope of work for the project is to design a new radio tower that can accommodate the City’s required CCTV network, the City’s public service radio system, and other required City equipment. The radio tower will also be designed to accommodate up to three potential co-locators and will be located adjacent to the proposed New Police Headquarters building. The scope of work includes close coordination with New Police Headquarters project team.
DCM requested a proposal from G.M. Selby, Inc. to provide the required engineering design services for the Police Headquarters Radio Tower project, has negotiated the scope of services and fee proposal, and determined them to be fair and reasonable.
The work described above has a base fee of $171,690.00. The consultant will complete the proposed professional engineering design services in approximately three years; including both the design and construction administration phases of the project.
Staff recommends that the City Commission authorize the appropriate City officials to execute the attached Authorization to Proceed for Professional Engineering Services with G.M. Selby, Inc. in an amount not to exceed $171,690.00.

Funding for this project was included in the amended FY 2022 Capital Improvement Plan and is available in account number 117.179901.54100.563010.001523.000.000.
