Explanation:
This Resolution provides support for the submission of a grant application. Grant applications will be ranked next year, and projects selected are anticipated to receive funding in Fiscal Year 2035/2036.
The Broward Metropolitan Planning Organization (“Broward MPO”) has adopted Commitment 2050, its Metropolitan Transportation Plan, and will have funding available from the Federal Highway Administration.
To facilitate the distribution of these funds, the Broward MPO established the Roads for Economic Vitality (“REV”) Program, which streamlines funding for local mobility projects. The REV Program projects are delivered by the Florida Department of Transportation under the Local Agency Program (“LAP”).
Under the REV Program, the City of Hollywood intends to submit a grant application on June 17, 2026, for a Sidewalk Infill Project within the Program’s funding limit of $5,000,000.00 in construction costs in 2035. The City will be responsible for funding upfront costs and then will be reimbursed per the LAP agreement. The City will also be responsible for funding contingency, estimated at 10% of the project costs, which includes design, construction engineering and inspection (“CEI”), and construction costs.
The Broward MPO requires a Resolution of Support from the City of Hollywood for the grant application to be accepted and evaluated for ranking/funding.
Projects submitted are required to be shovel-ready and meet specific criteria.
The City’s recommended project is the Boulevard Heights Neighborhood Sidewalk Project (“Project”) which is bounded by Taft Street to the north, Johnson Street to the south, the Florida Turnpike to the east, and North 66th Avenue to the west. This project includes approximately 5.4 miles of new sidewalk, 90 ADA-compliant curb ramps with detectable warnings, drainage and swale grading improvements, driveway restoration, and utility and tree-impact coordination. It is an appropriate REV project because it aligns with eligible improvements, including sidewalk infill, pedestrian enhancements, and ADA upgrades. These improvements support REV priorities related to safety, mobility, accessibility, and economic vitality.
This sidewalk infill was selected over other project types, such as buffered bicycle lanes or traffic calming improvements, because sidewalk gaps and ADA deficiencies represent a measurable infrastructure need. Buffered bicycle lanes require additional corridor-specific bicycle facility analysis and may involve roadway reallocation or lane repurposing, while traffic calming improvements are being evaluated through separate initiatives that require additional speed, traffic volume, traffic crash data, and operational data to support specific treatments.
The Boulevard Heights project is consistent with the City’s prior successful sidewalk grant strategy to provide missing sidewalk segments, ADA accessibility, and neighborhood connectivity. This type of project has been very successful under the previous program, known as Complete Streets and Other Localized Initiatives Program (“CSLIP”). It is important to note that there have been changes in the grant from CSLIP to REV to be more in line with Federal requirements/guidelines, and improvements such as roadway reallocation or lane repurposing no longer qualify. Under the CSLIP guidelines the City was able to submit multiple applications. The City has generally submitted applications for sidewalk and bike lane projects. Under REV the new guidelines only allow one application per municipality, therefore with the past success of receiving funding for sidewalk infill projects, the Boulevard Heights project was chosen. Other City projects are prioritized to be completed sooner by grants and the City’s Capital Improvement Plan.
The Broward MPO is anticipated to recommend projects for funding in February 2027. If awarded, the City will be responsible for funding the upfront costs associated with design, CEI services, and construction, which will subsequently be reimbursed in accordance with the applicable LAP Agreement, which will require separate City Commission approval. The City will also be required to provide contingency funding, estimated at approximately 10% of the total project cost, at the time of grant award, which is anticipated in FY 2035/2036.

Fiscal Impact:
Approval of this resolution will not fiscally impact the City as this is the Resolution of Support required for the grant application to the accepted.
If approved and accepted, grant funding will be appropriated in a future year Operating Budget and Capital Improvement Plan for the Sidewalk Construction Infill Project.
Funding for the City’s required 10% contingency will be requested as part of the Capital Improvement Plan in the applicable fiscal year, which is anticipated to be FY 2035.
