Explanation:

Resilience and sustainability goals are often best served through partnerships.  To this end, and in the belief that we achieve more by acting together, the City has long partnered with Broward County on various water conservation and water quality preservation initiatives.  The attached resolution proposes to renew one such long-standing partnership, for the Naturescape Irrigation Service (“NIS”) and Residential Irrigation Rebate (“RIR”) Programs. 

 

The NIS Program provides the City with specialized water efficiency expertise via Broward County field audits of the City’s irrigation system.  The Broward County staff who perform these evaluations do so for multiple municipalities within the County and have pointed out numerous efficiency improvement options to our systems over the years.  As irrigation technology changes and our irrigation systems age, some larger irrigated areas are audited multiple times.  Staff have input in the locations selected for these annual audits.  Past audits have led to significant water conservation improvements to the City’s irrigation systems.

 

The second half of this water conservation partnership is the RIR Program.  This Program allows Hollywood residents and businesses to request audits of their qualifying irrigation systems.  Specialized irrigation experts recommend conservation improvements, and residents may apply for various rebates to help fund the suggested measures. 

 

The afore-mentioned programs also factor in several City permits and activities, including the Water Treatment Plant’s Consumptive Use Permit from the South Florida Water Management District.  The NIS and RIR programs will further help fulfill other mandated conservation requirements, including the Integrated Water Resource Plan.

 

The Department recommends that the City Commission approve and authorize the appropriate City Officials to execute the attached Interlocal Agreement (“ILA”) for cost-share support of the NIS and RIR Programs within the Water Utility Service Area, as more specifically set forth in the ILA.

 

 

Fiscal Impact:

Funding for this project requires amending the approved FY 2025 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.

 

No additional staff are needed as a result of this resolution.
