Explanation:
In 1964, Congress established the Land and Water Conservation Fund (“LWCF”) program to fulfill a bipartisan commitment to safeguard natural areas, water resources, and cultural heritage; and to provide recreation opportunities for all Americans. The program is managed by the US Department of the Interior, National Park Service, and the Florida Department of Environmental Protection (“FDEP”).
The Keating Park project (“Project”) was identified within the 1997 Hollywood Beach Community Redevelopment Plan. It promotes redevelopment, expands recreational opportunities, and eliminates causes of blight. The improvements enhance the neighborhood's quality of life and benefit the overall Beach CRA District.
In September 2023, the CRA Board approved the Capital Improvement Plan, supported by Resolution R-CRA-2023-39, which included $1,500,000.00 in funding for the Project.
In January 2024, the CRA submitted a Fiscal Year 2023-2024 LWCF grant application to the FDEP to implement the Keating Park Master Plan. The project includes structural remediation, restroom facility renovations, new plumbing fixtures, new louvers and doors, new paint and stucco, and pre-cast coquina accents on the base of the facade, doors, and columns. Renovations also add two standing-seam metal roofs over the pavilions, educational and ecological components, and a new dog park.
In 2025, FDEP awarded an LWCF grant to the CRA in an amount not exceeding $750,000.00 with a 1:1 required match. On November 5, 2025, the CRA Board ratified submittal of the LWCF grant application and authorized the appropriate CRA officials to accept the grant award via Resolution R-CRA-2025-47.
The resolution authorizes the appropriate City officials to execute an Interlocal Agreement with CRA officials.
Fiscal Impact:
Approval of this resolution will not fiscally impact the City as this is a proposal to execute an Interlocal Agreement with the CRA for reimbursement of grant proceeds for the Keating Park project.
