Explanation:
The Southern Regional Wastewater Treatment Plant (SRWWTP) is a 55.5 million gallon per day wastewater treatment facility that serves six large users, including the City of Hallandale Beach. One of the City of Hallandale Beach’s sewer flow connections is through the large user meter LUM-07, which connects to the existing 8- and 10-inch force main that runs along South 19th Avenue, Plunket Street and South 15th Avenue. This capacity of LUM-07 and the force main are inadequate to meet the current and future sewer flowrate from the City of Hallandale Beach and therefore needs to be upsized.
On March 6, 2019, pursuant to Resolution R-2019-039, the City Commission authorized the execution of an Authorization to Proceed for Work Order TTH 19-01 with Tetra Tech, Inc. (“Tetra”), in the amount of $147,917.00, to provide professional engineering services for the design, permitting and bidding services for the Replacement of the Hallandale Beach Force Main and Large User Meter LUM-07 project.
On September 29, 2020, the Department of Public Utilities staff advertised the project, soliciting for qualified construction services, and on December 22, 2020, received 11 bid proposals at the Office of the City Clerk. The bid proposals were publicly opened at the City’s Southern Regional Wastewater Plant.
The bids received are as follows:

2 R.P. Utility & Excavation Corp. $2,014,971.88

10 Lanzo Construction Co., Florida. $2,615,208.00
11 Metro Equipment Services $2,989,506.00
After thoroughly evaluating the bid proposals for compliance with the contract documents, Tetra’s staff determined that the low bidder, Southern Underground Industries, Inc., is the lowest responsive, responsible bidder. On January 4, 2021 a Notice of Intent to Award related to the project was posted on the City of Hollywood’s website and on DemandStar with no bid protests.
The Department of Public Utilities staff requested a proposal from Tetra Tech, Inc. to provide additional design and construction administration services for this project. Tetra Tech, Inc. submitted a proposal to provide additional design and construction administration services in the lump sum amount of $85,858.00.
The Department of Public Utilities recommends the City Commission approve and authorize the appropriate City officials to execute the attached contract with Southern Underground Industries, Inc., in the amount of $1,974,652.44, and to execute the attached Authorization to Proceed for Work Order No. TTH 21-01 with Tetra Tech, Inc. for additional design and construction administration services in the lump sum amount of $85,858.00.
