Explanation:
Regular rain events cause routine flooding in many areas of the City where a functional drainage system does not exist. Localized drainage improvements can mitigate flooding in some areas. One such area is a segment of North 26th Avenue between Lee and Sherman streets. The Department of Public Utilities is planning to mitigate flooding in this portion of North 26th Avenue by constructing a drainage system.
On June 3rd, 2020, City Commission passed and adopted Resolution No R-2020-135 authorizing the appropriate City officials to apply for and if awarded, accept funding from the Broward County Cycle 1 Transportation Surtax Fund to implement Rehabilitation and Maintenance Projects. One of the approved municipal rehabilitation and maintenance projects is repaving of North 26th Avenue between Taft Street and Sheridan Street. The City is required to complete the pavement work within 12 months after the execution of the Interlocal Agreement for Surtax Funding with Broward County.
To obtain synergies among various projects, provide cost efficiency, and reduce inconvenience to the residents and the roadway users, the Department of Public Utilities wants to implement water main and drainage improvements prior to starting the Repaving of North 26th Avenue between Taft Street and Sheridan Street.
To accomplish this, the Department of Public Utilities wants Kimley-Horn and Associates, Inc. to prepare the drainage improvements plan under their existing Professional Services Agreement for water, sewer, reuse and stormwater infrastructure projects.
The Department of Public Utilities staff requested and negotiated a proposal from Kimley-Horn and Associates, Inc. for professional engineering services required for the drainage improvements in an amount not to exceed $131,986.73. Public Utilities staff have evaluated the scope and fee, and has determined that the negotiated fee is fair and reasonable and in accordance with industry standards.
This agenda item seeks approval of Authorization to Proceed (ATP) for professional engineering services with Kimley-Horn and Associates, Inc. for design of Drainage Improvements along North 26th Avenue in an amount not to exceed $131,986.73.
Upon authorization by the City Commission, the project will be completed in three months from the date of the Authorization to Proceed.
Fiscal Impact
Funding for this project was included in the amended FY 2021 Capital Improvement Plan, and is available in account number 443.419901.53800.531300.000905.000.000.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
