Explanation
In March 2019, a special election was held whereby a majority of the voters approved a General Obligation Bond (Go Bond) that would fund a variety of projects; the Gateway and Neighborhood Monuments Sign Project being one of the approved projects.
The Department of Design and Construction Management (“DCM”) and the City’s Community Development Agency (“CRA”) are collaborating on their respective signage projects as the best course of action to ensure unification of the Citywide signage solutions.
The City procured the design firm of Brooks and Scarpa to design the new signage and complete a design criteria package.
The City desires to enter into a contract with a qualified firm to provide services that will include, permitting, fabrication, installation, and retrofitting of the gateway and wayfinding signage throughout the City as identified under the Go Bond-approved scope of work.
Section 38.43 of the Procurement Code states that when the estimated annual cost of goods, supplies, materials, equipment, or services exceeds $50,000.00, a formal solicitation process shall be completed that may result in a written contract(s) and/or purchase order(s) after due public notice inviting bids or proposals.
On February 21, 2024, Request for Proposals No. RFP-174-24-GJ (“RFP”) was electronically advertised on OpenGov.com to solicit the desired services, in accordance with Section 38.43(A) of the Procurement Code.
The RFP resulted in proposals from the following seven firms by the response due date:

• AdWave Graphics, Inc
• Baron International LLC d/b/a Baron Sign Manufacturing
• Bergen Sign Company, Inc.
• DL Secuencial LLC d/b/a Signarama
• Florida Sign Group, LLC
• Solar Champs, LLC d/b/a Champs Pro Services
On May 14, 2024, the Selection Committee met to evaluate and rank the proposals based upon the following: approved Firms Qualification, Experience, and References; Location of Office; Cost Proposal; and Local Vendor Preference.
Based on the Evaluation Criteria, the Selection Committee evaluated the seven proposals, and the scores were compiled to arrive at the following rankings, with the highest score being the highest-ranked:
1. Bergen Sign Company, Inc.
2. Advanced Multi Corp
3. DL Secuencial LLC d/b/a Signarama
4. Florida Sign Group, LLC
5. AdWave Graphics, Inc
6. Baron International LLC d/b/a Baron Sign Manufacturing
7. Solar Champs, LLC d/b/a Champs Pro Services
All of the firms were invited to provide oral presentations for further consideration by the Selection Committee in its evaluation and selection.
On May 29, 2024, oral presentations were provided by the shortlisted firms, followed by a public Selection Committee meeting during which the Selection Committee ranked the shortlisted firms.
Scores were compiled to arrive at the following rankings, with the lowest score being the highest ranked:

4. DL Secuencial LLC d/b/a Signarama 17

The Director of the Department of Design and Construction recommends the appropriate City officials execute an agreement with the highest-ranked firm to provide permitting, fabrication, installation, and retrofitting of gateway and monument signs throughout the City.

Funding for this project was included in the amended FY 2024 Capital Improvement Plan and is available in account number 333.149901.54100.563010.001186.000.000.
