Explanation:
The Department of Public Utilities (“Department”) operates the 55.5 million-gallon per day Southern Regional Wastewater Treatment Plant (“SRWWTP”) and is responsible for the entire wastewater collection, transmission, and treatment system.
The City was issued draft Consent Order Number 21-0392 (“CO”) by the Florida Department of Environmental Protection Office of the General Council on September 6, 2024. The City needs consultant assistance for the implementation of various required elements of the CO including the Infiltration and Inflow (“I&I”) Reduction Program, Asset Management (“AM”) Program, and the Capacity, Management, Operation, and Maintenance (“CMOM”) Program.
On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing professional consulting engineering services agreements with five firms for Water Treatment Plant and SRWWTP Projects, one of the firms being Hazen and Sawyer, P.C. (“H&S”). Department staff requested a proposal from H&S to provide professional engineering services for the implementation of the I&I Reduction and AM/CMOM programs required by the Consent Order.
H&S submitted a proposal to provide the requested engineering services in an amount up to $498,954.00. Department staff evaluated the scope and fee proposal and determined that the negotiated fee is fair, reasonable, and in accordance with industry standards.
This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute the attached Authorization to Proceed (“ATP”) for Work Order Number H&S 25-05 with H&S in an amount up to $498,954.00.
H&S will complete the proposed professional engineering services within two years from the date of execution of the ATP.
Fiscal Impact:
Funding for this project requires amending the approved FY 2025 Capital Improvement Plan as detailed in Exhibit 1, subject to the approval of this resolution.
