Explanation:
The Department of Public Utilities (“Department”) operates the 55.5 million-gallon per day Southern Regional Wastewater Treatment Plant, which utilizes various wastewater treatment processes.
The City has been issued draft Consent Order Number 21-0392 (“CO”) by the Florida Department of Environmental Protection Office of the General Council. The City needs consultant assistance for the implementation of the various corrective actions required by the CO.
On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing professional consulting engineering services agreements with five firms for Water Treatment Plant and Southern Regional Wastewater Treatment Plant Projects, one of the firms being Hazen and Sawyer, P.C. (“H&S”). Department staff requested a proposal from H&S to provide the professional engineering services required for implementation of the Corrective Actions identified in the CO.
H&S submitted a proposal to provide the requested engineering services in an amount up to $203,455.00. Department staff evaluated the scope and fee proposal, and determined that the negotiated fee is fair, reasonable, and in accordance with industry standards.
This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute the attached Authorization to Proceed (“ATP”) for Work Order Number No. H&S 25-04 with H&S in an amount up to $203,455.00.
H&S will complete the proposed professional engineering services within two years of the ATP date of execution.
Fiscal Impact:
Funding for this project requires amending the approved FY 2025 Capital Improvement Plan as detailed in Exhibit 1, subject to the approval of this resolution.
