Explanation:

The City of Hollywood’s Water Treatment Plant (“WTP”) supplies high-quality water to local residents and also serves the Town of Davie, the City of Dania Beach, and the Seminole Tribe of Florida reservation. Additionally, the Hollywood WTP provides wholesale water to Broward County’s Water and Wastewater Services Districts 3A and 3B/C and maintains an emergency connection with the City of Dania Beach to ensure system pressure when necessary.

 

The Department of Public Utilities is requesting approval to purchase Nalco PC-1850T Antiscalant and 3D Trasar Technology.  These will be used to protect the special filters in the water treatment process of reverse osmosis and nano filtration.  When water passes through these filters, minerals can build up and cause “scale”, which clogs the filters and stops them from working.  Antiscalant is a chemical added to the water before it reaches the filters to prevent this buildup.  Nalco Water, Inc. is the only company that makes and sells Nalco PC-1850T Antiscalant.  It’s part of their patented 3D Trasar System, which not only adds the right amount of chemical, but it also monitors the process in real time for efficiency.

 

On February 5, 2026, the Office of Procurement and Performance Management posted a Notice to Sole Source Number NTSS-377-26 to acquire Nalco PC-1850T Antiscalant and 3D Trasar Technology, sent an electronic notification to various vendors, and set February 12, 2026, as the posting expiration date. The Office of Procurement and Performance Management received no responses to Notice to Sole Source Number NTSS-377-26.

 

The Director of the Department of Public Utilities and the Chief Procurement Officer recommend that the City Commission approve and authorize the execution of a Blanket Purchase Agreement with Nalco Water, Inc. for the delivery and supply of Nalco PC-1850T Antiscalant and 3D Trasar Technology, with an annual amount of $185,000.00.

 

 

Fiscal Impact:

A part of the funding for this blanket purchase agreement is allocated in the FY 2026 Operating Budget under account number 442.400501.53600.552330.000000.000.000 and will be included in the operating budgets of subsequent fiscal years, pending approval and adoption by the City Commission.
