Explanation:

The Coronavirus Aid, Relief and Economic Security (“CARES”) Act has appropriated $5,000,000,000.00 in Community Development Block Grant-Coronavirus (“CDBG-CV”) funding nationwide to assist low-income families and the most vulnerable citizens.

 

The Florida Department of Economic Opportunity (“DEO”) is a recipient of a portion of the CDBG-CV funding and has made available $51,050,910.00 in Round 2 Community Development Block Grant-Coronavirus (CDBG-CV2) to entitlement communities for activities that primarily benefit low- and moderate-income residents that have been impacted by the COVID-19 health emergency.

 

As an entitlement community, the City is eligible to apply for up to $760,335.00 of CDBG-CV2 for up to five activities. If approved, funding from CDBG-CV2 will become available in late Summer or early Fall of 2021.

 

On March 3, 2021, the City Commission passed and adopted Resolution No. R-2021-058 authorizing the appropriate City officials to submit a pre-application grant packet for Community Development Block Grant-Coronavirus funds from the Florida Department of Economic Opportunity in the amount of $760,335.00

 

Subsequent to Resolution No. R-2021-058 being passed and adopted by the City Commission, City staff was advised that due to the diversity of the population of the City, it is necessary and appropriate to re-notice a public hearing relating to the adoption the proposed uses of funds in additional languages to ensure that each Hollywood resident has the opportunity to comment on the housing and community development needs related to the coronavirus pandemic

 

Fiscal Impact:

This item seeks approval to authorize the appropriate officials to submit a pre-application grant packet to the Florida DEO to fund projects/activities at a cost not to exceed $760,335.00. If approved, the funding shall be provided as a grant allocation from the Department of Economic Opportunity.

 

If awarded, CDBG-CV2 grant proceeds will be recognized and allocated in the FY 2021 Operating Budget of the Special Revenue Fund to eligible activities.
