Explanation:

In a City of Hollywood Special Election held on March 12, 2019, voters approved a variety of projects to be funded by a General Obligation Bond.  The Orangebrook Golf Course and Country Club Revitalization Project was approved as one of the projects to be funded.

 

During the Phase I and Phase II Environmental Site Assessments for the adjacent New Police Headquarters project, contamination was discovered on the existing Orangebrook Golf Course Driving Range.  Due to the Driving Range being owned and operated as part of the Orangebrook Golf Course, Rule 62-780.600 of the Florida Administrative Code requires that an assessment also be conducted for the entire Orangebrook Golf Course property.

 

Orangebrook Golf and Country Club was originally envisioned to be designed concurrently with the New Police Headquarters project.  In that scenario, the survey and environmental work would also have been completed concurrently for both projects.  However, the design phase of Orangebrook Golf and Country Club will now be starting later than the New Police Headquarters project, which is currently in the Schematic Design phase.

 

The City originally intended that the stormwater from the New Police Headquarters site would be managed on the property used for Orangebrook Golf and Country Club.

 

In order to design and permit these off-site stormwater retention areas for the New Police Headquarters project, the environmental work must be completed for the golf course property. The Environmental Site Assessment requires that a topographic survey be performed for the site as part of the environmental assessment, because the topography of the property will provide a basis for selecting the sampling locations.

 

Performing the Environmental Site Assessment and associated site survey will ultimately be required as a first item of work for the Orangebrook Golf and Country Club site regardless of the project delivery method ultimately chosen for the project.  By moving forward with this work now, both the Orangebrook Golf and Country Club Revitalization and the New Police Headquarters projects can stay on track to meet their aggressive project timelines.

 

On September 1, 2021, the City Commission passed and adopted Resolution No. R-2021-208, approving and authorizing the appropriate City officials to execute continuing service agreements with multiple engineering firms to provide various engineering services, one of them being Langan Engineering and Environmental Services, Inc (“Langan”) to provide environmental engineering services.

 

The Department of Design and Construction Management requested a proposal from Langan to provide the required environmental engineering services for the Orangebrook Golf and Country Club Revitalization project.  The Department of Design and Construction Management has negotiated the scope of services and fee proposal for environmental engineering services for the Orangebrook Golf and Country Club Revitalization project attached as Exhibit “A” and has determined them to be fair and reasonable.

 

The work described above has a base fee of $295,000.00. The consultant will complete the proposed professional environmental engineering services in approximately six months.

 

Staff recommends that the City Commission authorize the appropriate City officials to execute the attached Authorization to Proceed for Professional Environmental Services with Langan in an amount not to exceed $295,000.00

Funding for this project was included in the amended FY 2022 Capital Improvement Plan and is available in account number 333.309901.57200.563010.001195.000.000.
