Staff Recommends: Approval of the attached Resolution.
Explanation:
The Department of Public Utilities operates the City’s wastewater system, which includes 86 sewer lift stations that convey sewage to the regional treatment plant for safe processing.
At the Southern Regional Wastewater Treatment Plant (“SRWWTP”), incoming wastewater passes through bar screens, large filtering devices that catch debris before it reaches and damages important equipment downstream. These screens are critical for protecting the plant and ensuring reliable wastewater treatment.
To continue operating safely, the plant requires an Emergency Bar Screen Bypass, which serves as an alternative screening pathway when one of the main screens is out of service. The project includes:
• Building a third bar screen channel and installing a new mechanical screen
• Installing mechanical equipment and slide gates
• Temporarily relocating some utilities during construction
• Constructing piping and a junction box that connects to the existing headworks system
• Testing the new bar screen
• Restoring utilities and the surrounding site after work is completed
The Department needs to hire a qualified engineering firm to provide Construction Management and Inspection Services for the project. Following state law (Florida Statute 287.055, Consultants’ Competitive Negotiation Act) and the City’s procurement policies, the Office of Procurement and Performance Management issued RFQ-286-25-AR to select the most qualified firm.
• On April 10, 2025, Procurement received qualification packages from three firms.
• On April 30, 2025, a committee of four professionals evaluated and ranked the proposals based on established criteria.
The final scoring results are as follows:
COMPANY TOTAL POINTS RANKING
Carollo Engineers, Inc. 92 1st (Highest Ranked)
Hazen and Sawyer, P.C. 89 2nd
Arcadis U.S., Inc. 79 3rd
The Committee determined that Carollo Engineers, Inc., is the most qualified firm for this project. Staff recommend that the City Commission authorize negotiations with Carollo Engineers, Inc., and proceed with executing a professional services agreement once terms are finalized.
Fiscal Impact:
Approval of this resolution will not fiscally impact the City as this resolution seeks to negotiate an engineering agreement with the highest ranked firm. The contract cost is unknown until negotiations are finalized and required funding will be determined at the time.
The Department of Public Utilities will manage this project with existing personnel. No additional staff are required.
