Explanation:

The City of Hollywood seeks to complete a project on Tyler Street between North 21st Avenue and North Young Circle to convert the roadway from a one-way three-lane westbound traffic flow to a two-way traffic flow.  This will be accomplished by redistributing the travel lanes to have one eastbound lane, one westbound lane, and one center turn lane.   The project also includes traffic calming, bicycle sharrows, parking, and sidewalk improvements within the existing right-of-way.  Grant funding for this project has been secured under the Broward Metropolitan Planning Organization (“MPO”) Complete Streets and other Localized Initiatives Program (“CSLIP”).

 

On November 4, 2020, the City Commission approved Resolution No. R-2020-298, supporting the CSLIP grant application to the Broward MPO for the Tyler Street Project. The project limits are between North 21st Avenue to the west and North Young Circle to the east, but the project was not selected during this funding cycle. 

 

On November 3, 2021, the City Commission approved Resolution No. R-2021-279, supporting the CSLIP grant application to the Broward MPO for the Tyler Street Project. On December 8, 2022, the Broward MPO approved funding for the project, which was subsequently included in the Florida Department of Transportation ("FDOT") Work Program.

 

The Local Agency Program ("LAP") Agreement with FDOT serves as the instrument that allows the City to receive reimbursement for eligible project expenditures related to the design, construction, and construction engineering and inspection (“CEI”) services.

 

The Department of Design and Construction Management recommends that the City Commission approve and authorize the appropriate City officials to execute the LAP Agreement for reimbursement of the design phase in an amount up to $964,747.00.

 

Upon completion of the design phase, the City will receive an additional LAP Agreement for partial reimbursement of the construction (approximately $2,900,000.00) and construction engineering and inspection phases (approximately $352,800.00) of the project. The City is responsible for contingency and non-participating scope such as drainage, utilities, decorative lighting, landscaping, wayfinding, and street furniture. Final City’s contribution to be determined during design development.

 

 

Fiscal Impact:

Approval of this resolution will not fiscally impact the City as this is a proposal to approve and authorize the appropriate City officials to execute the LAP Agreement.

 

Funding for the City's contribution for construction contingency, and construction engineering and inspections services will be requested in a future fiscal year’s Capital Improvement Plan subject to approval and adoption by the City Commission.
