Explanation:
This Resolution seeks approval for the City of Hollywood to issue a Purchase Order to MKI Services, Inc., for the procurement and installation of two WesTech C60 Cage Drive units and the related mechanism for Clarifiers #3 and #8 at the Southern Regional Wastewater Treatment Plant.
The Department of Public Utilities has identified the need to replace the existing clarifier drive units, which are essential for maintaining proper solids handling, preventing sludge accumulation, and ensuring reliable wastewater treatment operations. The clarifier drives provide the rotational force needed to move settled solids toward the collection hopper, a critical function for suitable and effective treatment plant performance.
This purchase qualifies as a sole-source procurement under Section 38.41(C)(2) of the City’s Procurement Code. WesTech Engineering, Inc. is the sole manufacturer of the C60 Cage Drive, and MKI Services, Inc. is the exclusive authorized representative for WesTech in the State of Florida. MKI Services, Inc. is responsible for all equipment sales, OEM parts, repairs, and maintenance-related activities. No other vendors are permitted or qualified to provide these units. This exclusivity is confirmed in the WesTech sole-source certification included in the supporting documentation.
In accordance with City requirements, the Notice to Sole Source NTSS-406-26 was posted on OpenGov. The City received no inquiries or objections; therefore, the procurement may proceed under sole source procedures. The total purchase and installation cost is $366,800.00.

Funding for this purchase is available in the FY 2026 Operating Budget in account number 442.400602.53600.552240.000000.000.000.
