Explanation:
The first-floor conference room of Building “A” at the Southern Regional Wastewater Treatment Plant (“SRWWTP”) does not have any windows. Consequently, it does not get any natural light, experiences relatively high humidity and reduces the quality of user experience. To improve user experience, the Department of Public Utilities (“Department’) is proposing to install windows on the west wall of the conference room. Department staff prepared bid documents with assistance from Bermello Ajamil & Partners, Inc., who provided architectural services for the SRWWTP Building “A” Window Addition project.
On July 06, 2021, Notice of Bid Availability was posted on the City’s website and advertised on Bidsync.com in accordance with Section 38.43 of the City’s Procurement Code. On August 24, 2021, three bid proposals were received at the Office of the City Clerk and were publicly opened at the offices of the Procurement Division via WebEx meeting with the following results:

Bermello Ajamil & Partners, Inc., the Department and the Division of Procurement staff thoroughly evaluated the bid proposals for responsiveness and responsibility, and after the evaluation, VPR Construction Corporation was determined to be the lowest responsive and responsible bidder. On August 3, 2021, a Notice of Intent to Award related to the project was posted on the City’s website and on Bidsync and resulted in no bid protests.
This agenda item seeks approval for the execution of the contract with VPR Construction Corporation in the amount of $118,210.00 for the construction services related to the SRWWTP Building “A” Window Addition project.
The estimated time to complete the construction services will be 180 days from the Notice to Proceed date.
Fiscal Impact:
Funding for this project was included in the amended FY 2022 Capital Improvement Plan and is available in account number 442.409903.53600.563020.000704.000.000.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
