Explanation:
The City owns and operates a regional sewer collection and conveyance system. The 30-inch diameter and 48-inch diameter ductile iron piping running along Taft Street are considered the most critical components in the sewer system, since it conveys sewer from West Hollywood and large users including Broward County, Miramar, Pembroke Park, and Pembroke Pines. The approximate 18,950 linear foot long, 48-inch diameter ductile iron pipe was installed in the year 1971 and experienced one major rupture during a construction project in November 2011. The approximately 14,500 linear foot long, 30-inch diameter ductile iron pipe, upstream from the 48-inch pipe on Taft Street, although installed in 1986 has no damage reported to date.
Considering the age and critical function of these two pipes, Department of Public Utilities (“Department”) staff determined that it is necessary to perform a condition assessment on these large diameter pipes along Taft Street.
On April 22, 2020, pursuant to Resolution No. R-2020-082, the City Commission approved and authorized the appropriate City officials to issue a Purchase Order to Pure Technologies U.S., Inc. for the Taft Street Force Main Condition Assessment, which consists of SmartBall leak and gas pocket detection, PipeDiver inspection, transient pressure monitoring, pipe wall thickness validations, pipe structural analysis, and engineering report, in the amount not to exceed $517,713.00.
Pure Technologies U.S., Inc. completed the Taft Street force main condition assessment which detected pipe wall thickness loss in five locations and a gas pocket at seven locations. Based on the assessment findings, Pure Technologies U.S., Inc. recommended that an external verification test be performed at four identified wall loss locations using ultrasonic thickness or pulsed eddy current testing to calibrate distress measures throughout the Taft Street force main.
Department staff prepared a bid for the civil work related to the Taft Street Force Main Wall Loss Verification, including maintenance of traffic, excavation, assistance during the test and site restoration. The replacement of a 12-inch diameter PVC water main at the intersection of A1A and Balboa Street and an 8 inch diameter sewer gravity main along North 28th Avenue between Evans Street and Pershing Street were included to in the project scope to address utility repair needs.
On December 23, 2021, Notice of Bid Availability for Bid No. F-4706-22-OT was posted on the City’s website, advertised, and sent to 5,967 firms and viewed by 45 vendors on Bidsync.com in accordance with Section 38.43 of the City’s Procurement Code. On Thursday, February 3, 2022, two bid proposals were received for Bid No. F-4706-22-OT and opened at 3:00 p.m., with the following result:

The Department and the Division of Procurement staff thoroughly evaluated the Bid for responsiveness and responsibility, and after evaluation, Southeastern Engineering Contractors, Inc. was determined to be the lowest responsive and responsible bidder. On April 19, 2022, a Notice of Intent to Award was posted on the City’s website and on Bidsync.com and resulted in no bid protests.
This agenda item seeks approval of execution of the attached contract with Southeastern Engineering Contractors, Inc. in the amount of $469,887.00 for the Construction Services of Civil Work Related to Taft Street Force Main Wall Loss Verification.
The estimated time to complete the project will be 90 days from the Notice to Proceed date.

Funding for this project was included in the amended FY 2022 Capital Improvement Plan, and is available in account number 442.409903.53600.563010.001480.000.000
Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
