Explanation:

The Community Redevelopment Agency (CRA”) finds the need to improve the flooding conditions on the barrier island and State Road A1A (“A1A”), a Florida Department of Transportation (“FDOT”) right of way, is situated on a barrier island that separates the Atlantic Ocean from the Intracoastal Waterway and is designated as a hurricane evacuation route.

 

The City approached FDOT to address this ongoing challenge by installing four stormwater pump stations along A1A located approximately at the intersections of Franklin Street, Sherman Street, Van Buren Street and Azalea Terrace. These pump stations will serve jurisdictions of multiple entities including Broward County, FDOT, the City, and the CRA Beach District.

 

It was agreed that the participating entities would share the cost of design and construction of the four pump stations based on each entity’s stormwater contributing area.

 

On July 7, 2021, the CRA Board adopted Resolution No. R-CRA-2021-36 approving funding for the design and construction of three pump stations within CRA Beach District. And on March 3, 2022, the CRA Board passed and adopted Resolution No. R-BCRA-2022-6A, which authorized and approved the appropriate CRA officials to execute an Interlocal Agreement with the City for reimbursement of the cost to fund the design of the three stormwater pump stations within the CRA Beach District in an amount of $578,763.00.

 

On March 6, 2024, pursuant to Resolution No. CRA 2024-14, the CRA Board authorized the CRA to execute an Interlocal Agreement with the City for reimbursement of the cost of construction of three stormwater pump stations located within the CRA beach district in a lump sum amount of $3,441,445.00 followed by resolution No. R-2024-095, where City executed three Local Funding Agreements (“LFA”) and one Maintenance Memorandum of Agreement with FDOT for a total cost of $5,326,909.00 based on total project construction cost of $24,140,501.00.

 

On September 25, 2024, FDOT received one bid at the cost of $34,278,999.96, exceeding FDOT’s project budget and the City negotiated with FDOT on cost-sharing and reached an agreement that City will contribute $1,804,427.73.00 whereby the CRA will reimburse the Department of Public Utilities a share of the construction cost in the amount of $1,353,320.80, related to the cost of construction of three pump stations located within the CRA Beach District and an additional $750,000.00 to address unforeseen conditions if necessary and justified during construction.

 

As per agreement with FDOT, CRA will pay the City $650,000.00 after the execution of the amendments, and the remaining $1,453,320.80 will be budgeted in Fiscal Year 2026 Capital Improvement Plan. Of this amount, $703,320.80 will be paid to the City for the stormwater pump station construction in October 2025 and the balance is a discretionary contingency amount dedicated for unforeseen conditions.

 

 

Fiscal Impact:

Funding for the proposed for CRA Stormwater Pumps Stations plan has been provided in the FY 2025 proposed operating budget in accounts 163. 639901.55200.563010.001456.000.000.
