Staff Recommends:  Approval of the attached Resolution.

Explanation:

On April 3, 2024, pursuant to Resolution No. R-2024-105, the City Commission approved and authorized the appropriate City officials to execute the attached Authorization to Proceed (“ATP”) for Work Order No. B&C 24-05 with Brown and Caldwell, in an amount up to $497,212.00, for design and bidding services for the Oxygenation Train No. 1 (“Train 1”) Rehabilitation project at the Southern Regional Wastewater Treatment Plant (“SRWWTP”).

Train 1 was originally selected to be rehabilitated through the 2023 CIP planning process for the Department of Public Utilities (“Department”) and the scope of work was developed with participation from all Department Divisions in 2024.  Department staff recently performed a condition analysis on all oxygenation trains at the SRWWTP and determined that Oxygenation Train No. 3 (“Train 3”) should be rehabilitated before Train 1 due to the inferior conditions of Train 3.

Brown and Caldwell confirmed that the work order cost will be the same amount, considering the same plans and specifications are required to be prepared.

The DPU Director and the Chief Procurement Officer recommend that the City Commission approve and authorize the appropriate City officials to revise the ATP for Work Order No. B&C 24-05 with Brown and Caldwell to provide professional engineering services, in the same amount up to $497,212.00, for design and bidding services related to Train 3, instead of No. 1 as originally approved.

Fiscal Impact:

Approval of this item will not fiscally impact the City as this is a change order that has previously been funded and approved in account number 442.409903.53600.563013.001797.000000.000.000.

Department staff will manage this project.  No additional staff are needed as a result of this project.
