Explanation:

The City of Hollywood’s Water Treatment Plant (“WTP”) is a 60 million gallons per day plant that not only provides high quality water to the residents of the City but also serves approximately 300 acres in the Town of Davie, 50 acres in the City of Dania Beach, and 100 acres in the Seminole Tribe of Florida reservation.  WTP also provides wholesale water to Broward County’s Water and Wastewater Services Districts 3A and 3B/C.  In addition to retail and wholesale water services, the City has an emergency connection with the City of Dania Beach, which withdraws water from the City’s system to maintain its system pressure.

 

The City’s WTP treats raw water from wellfields in the Biscayne and Floridan aquifers using three major treatment processes:  lime softening, membrane softening (“MS”), and reverse osmosis (“RO”).  The MS and RO processes produce concentrate that is classified as industrial waste and is disposed through a Class I Deep Injection Well No.1 (“IW-1”), located at the WTP. The operating permit for IW-1 requires that a Mechanical Integrity Test (“MIT”) be performed before December 20, 2022.

 

The America’s Water Infrastructure Act of 2018 mandates that water systems serving over 3,300 people conduct an assessment of the risks to, and resilience of, its water system.  This Risk and Resilience Assessment (“RRA”) is based on an all-hazards approach and considers the resilience to include physical infrastructure, financial infrastructure, use and handling of chemicals, operation and maintenance, capital and operational needs as well as cyber security.  The RRA identified risks and vulnerabilities of the City’s water infrastructure and outlined mitigating actions.  The mitigating actions include development of the Water System Hurricane and Catastrophic Electrical Failure Response Plan.

 

Department of Public Utilities (“Department”) staff requested and negotiated a proposal from Arcadis U.S., Inc. for professional engineering services related to the Design of The WTP IW-1 MIT and Development of the Water System Hurricane and Catastrophic Electrical Failure Response Plan, in a lump sum amount of $180,796.00.  Department staff evaluated the scope and fee proposal, and have determined that the negotiated fee is fair and reasonable and in accordance with industry standards.

 

The attached Resolution seeks the City Commission’s authorization to execute the attached Authorization to Proceed for Work Order No. ARC 22-03 to Arcadis U.S., Inc. for the design of the WTP IW-1 MIT and Development of a Water System Hurricane and Catastrophic Electrical Failure Response Plan, based upon the project scope and fee and the terms and conditions of the current Continuing Services Agreement for the project.

 

Upon authorization from the City Commission, the project will be completed in approximately 48 weeks from the date of the Authorization to Proceed.

 

Fiscal Impact:

Funding for this project was included in the FY 2022 Capital Improvement Plan, and is available in account number 442.409904.53600.531210.001477.000.000 and 442.409904.53600.531210.001476.000.000.

 

Department of Public Utilities staff will manage this project.  No additional staff is needed as a result of this project.
