Explanation:
On October 4, 2023, the City Commission adopted Resolution No. R-2023-318, approving Blanket Purchase Agreements with qualified firms for emergency residential roofing repairs and the installation of impact windows and doors to support the City’s housing rehabilitation programs.
On May 1, 2024, the City Commission adopted Resolution No. R-2024-146, approving a change order that increased the total contract capacity to $5,000,000.00, utilizing State, Federal, and local TIF funds previously approved for these purposes, ensuring the continued delivery of these critical housing repair programs.
The Office of Housing and Community Development is requesting approval to extend the term of the existing Blanket Purchase Agreements through July 2027. This extension is necessary to maintain uninterrupted services for the City’s emergency roof repair and housing rehabilitation programs while the Office develops a new Request for Proposals (RFP) for the Owner-Occupied Housing Rehabilitation Program.
This extension will ensure that qualified vendors remain in place to provide timely emergency repairs and essential home rehabilitation services to low- to moderate-income homeowners during the transition period. No additional funding is being requested, and all work will continue under the existing approved contract amount and terms.
Fiscal Impact:
Approval of this resolution will not fiscally impact the City as this is a proposal to extend the term of the blanket purchase agreements for emergency residential roofing repairs and the installation of impact windows and doors.
Funding for the change order is available in FY 2026 Operating Budget in account number 116.1605002.51900.592020.001247.000.000.
