Explanation:
The purpose of the attached Resolution is to initiate regulations for rooftop photovoltaic solar systems as a part of the Broward County Go SOLAR program. The Go SOLAR Broward Rooftop Solar Challenge is a U.S. Department of Energy grant-funded program that makes it easier for Broward County residents and businesses to convert to solar energy by reducing the cost and wait time associated with the permitting process for installing PV rooftop solar systems. The process is a streamlined, online application system with standardized fees, and uniform interconnection to utility systems. To date, approximately fifteen of Broward’s cities have adopted this system.
Solar energy has long-term economic and environmental benefits. Solar technology, which includes solar photovoltaic (PV) systems, has made considerable contributions to the world today. However, the traditional application and permitting process for PV systems can be a barrier to those interested in retrofitting their home or business for increased energy efficiency. The U.S. Department of Energy SunShot Initiative was established to assist in reducing the installed cost of solar energy systems so as to make solar energy costs competitive with other forms of energy.
Broward County is one of only 22 governments in the nation to receive funding for the SunShot program. Several state and local organizations are also participating in the program, including Florida Power & Light, Broward County School Board, Broward League of Cities, Broward County Board of Rules and Appeals, State Office of Energy, and Florida Solar Energy Center.
The Go SOLAR online permitting system allows for uses to register, submit, pay for, and obtain their permits online. There is a reduced fee associated with the program and plans are reviewed both by the City of Hollywood and Broward County.
