Explanation:

The Department of Public Utilities (Department”) owns, operates, and maintains the water distribution and sewer collection system infrastructure within the City’s service area.  The DPU is responsible for routine repairs and improvements to both systems.  The sewer collection system includes 85 lift stations and over 280 miles of gravity and force mains.  The water distribution system includes approximately 700 miles of water mains.  Pipes and other components of these systems may require emergency repair or replacement due to unexpected circumstances or on an as-needed basis to prevent substantial threats to life, property, or the environment.

 

On November 2, 2022, pursuant to Resolution No. R-2022-337, the City Commission authorized the execution of a unit price contract with Southeastern Engineering Contractors, Inc. (“SEC”) and Ric-Man International, Inc. (“Ric-Man”), for construction services related to on-call and emergency water and sewer utility repairs in an amount up to $1,000,000 per contract.  The contracts with SEC and Ric-Man provide an initial term of two years, with three additional one-year renewal terms, at the option of the City and under the same terms and conditions.

 

On January 17, 2024, pursuant to Resolution No. R-2024-025, the City Commission authorized the execution of change orders to contracts with SEC and Ric-Man to increase the contract amounts from $1,000,000.00 to $2,000,000.00 per contract.

 

The Department has used these contractors for emergency repairs and found their services extremely valuable.

 

This agenda item seeks the City Commission’s approval and authorization for the renewal of the unit price contract for construction services related to on-call and emergency water and sewer utility repairs, with SEC, Inc. in an amount up to $2,000,000.00, and with Ric-Man in an amount up to $1,000,000.00, with all unit prices increased 3% per year in accordance to the terms and conditions of the contract, based on their performance and unit prices.

 

 

Fiscal Impact:

Funding for these renewals was included in the FY 2025 Capital Improvement Plan and is available in account numbers 442.409901.536000.546301.001650.000.000 and 442.409903.53600.563010.001650.000.000.

 

Department staff will manage this project.  No additional staff are needed as a result of this project.
