Explanation:
On July 2, 2025, the City Commission approved the Third Amendment (“Third Amendment”) and Restatement of the Transportation System Surtax Interlocal Agreement (“Surtax ILA”) between Broward County, the Broward County City Managers Association, and various municipalities (R-2025-267). The Third Amendment included a formula-based funding model and allocation methodology utilizing municipal centerline mileage for Rehabilitation and Maintenance (“R&M”) projects. On July 30, 2025, the Broward County Mobility Advancement Program issued a notice via email of each municipality’s FY26 formula allocation funding amount.
On September 9, 2025, Broward County issued instructions and an application for the formula allocation project funding request for the FY26 cycle. The application and supporting documentation were required to be submitted within thirty (30) days of the email notice. Application and supporting documentation, where required, include project plans, cost estimates, and permits.
On October 8, 2025, the City submitted two roadway R&M projects (“Projects”) for the FY2026 Surtax Formula-Based Funding, HOLL-004 and HOLL-005, described below:
1. HOLL-004, Multiple Streets:
a. N. 68th Avenue from Taft Street to Stirling Road
b. N. 32nd Avenue from Johnson Street to Hollywood Boulevard
Scope of Work:
- Asphalt pavement milling and resurfacing
- Swale restoration
- Sidewalk repairs and ADA improvements
- Pavement markings and traffic control signage enhancements
2. HOLL-005: Hollywood Boulevard from N. 28th Avenue to the east side of City Hall Circle, including City Hall Circle
Scope of Work:
- Asphalt pavement milling and resurfacing
- Road reconstruction
- Swale restoration
- Sidewalk repairs and ADA improvements
- Pavement markings and traffic control signage enhancements
The Projects were awarded funding, and on May 5, 2026, the City and Broward County executed a funding agreement in the amount of $2,943,170.00 for the construction of both Projects. The funding includes construction and Construction, Engineering, and Inspection (“CEI”) services.
CEI services are necessary to ensure that the Projects are constructed in accordance with the approved plans, specifications, permits, contract requirements, and Broward County surtax funding guidelines.
On September 1, 2021, the City Commission authorized continuing services agreements with the highest-ranked firms for various disciplines and consulting services for citywide use (R-2021-20). CEI services were among the approved disciplines, and Tectonic Group International, LLC (“Tectonic”) was one of the highest-ranked firms.
In accordance with the continuing services agreement and subsequent renewals, the Department of Development Services, Engineering, Transportation and Mobility Division negotiated a proposal with Tectonic to provide CEI services for surtax R&M projects HOLL-004 and HOLL-005 in an amount not to exceed $349,709.56.
Department of Development Services, Engineering, Transportation and Mobility Division staff reviewed the proposal and determined the scope of services and fee are fair, reasonable, and consistent with industry standards.
The Chief City Engineer and the Director of Development Services recommend the City Commission authorize the City Manager to execute the Authorization to Proceed, attached as Exhibit “A” with Tectonic based on its proposal and the terms and conditions of the continuing services agreement authorized under Resolution No. R-2021-208 for CEI services.

Funding for this project was included in the amended FY 2026 Capital Improvement Plan and is available in account numbers
