Explanation:

State Road A1A (“A1A”) is situated on a barrier island that separates the Atlantic Ocean from the Intracoastal Waterway and is designated as a hurricane evacuation route. Pursuant to Resolution No. R-2022-061, City entered Local Funding Agreements with Florida Department of Transportation (“FDOT”) for the funding of the design of four stormwater pump stations located at Franklin Street, Sheridan Street, Van Buren Street and Bouganvilla Terrace, engaged by FDOT to address higher tide elevation and daylight flooding which is a common occurrence and poses risk to vehicles and pedestrians.

 

The Hollywood Community Redevelopment Agency (“CRA”) and Department of Public Utilities (“Department”) determined that additional stormwater pump stations need to be installed to address severe flooding between Iris Terrace and Daffodil Terrace based on recent Stormwater Master Plan findings.

 

On July 7, 2021, the CRA Board passed and adopted Resolution No. R-CRA-2021-36, approving and authorizing fund participation to FDOT in the amount of $3.14 million for the design and construction of three pumps stations, two of which are located withing the Phase IV project boundaries. However, the FDOT pump station design identified in resolution R-CRA-2021-36, benefits a limited area of the Phase IV project boundaries, and the need to address flooding along the remaining southernmost east/west streets is an integral part of the Phase IV resiliency efforts.

 

The CRA and the City have identified means to improve the flooding conditions on the corridor and have recommended pursuing additional design and stormwater pumps stations within the CRA district south of Hollywood Boulevard, based on the results of the Department’s Drainage Master Plan Model.

 

The Department of Public Utilities negotiated a proposal with BCC Engineering, LLC (“BCC”) for Civil Engineering Roadway Services in an amount up to $421,195.78, and staff has determined that the proposal is fair and reasonable and in accordance with industry standards.

 

Fiscal Impact:

Funding for these expenditures are equally divided between Beach CRA account number 163.639901.552.563010.001235.000.000 (Underground Ph 4 - East/West Streets) and account number 163.639901.552.563010.001236.000.000 (Underground Ph 4 - A1A South).
