Explanation:
Since 9/11, the United States Federal Government, the American Water Works Association, and water utilities across the United States have worked together to protect the approximately 153,000 public drinking water systems in the United States. In 2002, Title IV Drinking Water Security and Safety amended the Safe Drinking Water Act under the Public Health Security and Bioterrorism Preparedness and Response Act, to require community water systems serving a population of more than 3,300 to conduct an assessment of the vulnerability of its system to a terrorist attack, and to prepare an emergency response plan.
Since 2002, the water sector’s approach to addressing risks has evolved significantly to address other risks and threats including natural hazards and cyberattacks. The America’s Water Infrastructure Act of 2018 (“AWIA”) mandates that each water system serving over 3,300 people must assess the risks to, and resilience of, its water system. This Risk and Resilience Assessment (“RRA”) is based on an all-hazards approach and evaluates plant and distribution system infrastructure, monitoring, financial infrastructure, use and handling of chemicals, operation and maintenance, capital, and operational needs as well as cyber security. Additionally, utilities are required to update their Water Infrastructure Emergency Response Plan (“ERP”) to include the findings of their RRA.
In 2020, the Department of Public Utilities (“Department”) conducted a comprehensive Water Infrastructure RRA and developed a Water Infrastructure ERP as established by the 2018 AWIA. However, AWIA also requires utilities to review, update, and recertify their RRA no later than March 31, 2025, and their ERP by September 30, 2025, to the U.S. Environmental Protection Agency. These must also be recertified every 5 years thereafter.
The Department requested a proposal from Arcadis U.S., Inc. (“Arcadis”) to provide professional engineering services to assist the Department with the review and update of its water infrastructure RRA and ERP.
On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251 which authorized the execution of continuing consulting engineering services contracts with five firms for a period of five years for the Water Treatment Plant and Southern Regional Wastewater Treatment Plant projects, one of the firms being Arcadis.
Arcadis submitted a proposal to provide the required engineering services in an amount up to $224,870.00. Department staff evaluated the proposed scope and fees and determined that they are fair, reasonable, and in accordance with industry standards.
The Department Director and the Interim Chief Procurement Officer recommend that the City Commission approve and authorize the appropriate City officials to execute the attached Authorization to Proceed for Work Order Number ARC 24-05 with Arcadis, in an amount up to $224,870.00.
This project will be completed in 13 months from execution of the attached Authorization to Proceed for Work Order Number ARC 24-05.
Fiscal Impact
Funding for this project was included in the amended FY 2024 Capital Improvement Plan, and is available in Account Number 442.409904.53600.531213.001801.000.000.
Department staff will manage this project. No additional staff are needed as a result of this project.
