Explanation:
On February 20, 2019, the City Commission passed and adopted Resolution No. R-2019-025 authorizing appropriate City officials to execute continuing services contracts with the three highest-ranked firms to provide Construction Management at Risk Services for projects up to $2,000,000.00 over a maximum of five years; one of the three firms being State Contracting & Engineering Corporation (“SCEC”).
On January 19, 2022, the City Commission passed and adopted Resolution No. R-2022-009 authorizing the appropriate City officials to execute a Construction Management at Risk Phase II construction services agreement with SCEC for the David Park Tennis roof replacement project for a total guaranteed maximum price of $292,269.00.
After several site visits to review the existing condition of the original roof and building, observations revealed significant water damage and termite damage to the roof and interior of the Tennis Center main building ceilings. As a result, the building’s ceilings have sustained significant damage that requires repair and renovation.
On December 7, 2021, the Department of Design and Construction Management ("DCM") executed an additional service agreement and purchase order with architect Synalovski Romanik Saye, LLC to provide design and construction documents for the facility’s renovation.
From these completed drawings, SCEC provided DCM with a Guaranteed Maximum Price proposal for the project scope that has been negotiated for a total cost of $441,804.00 which staff has determined to be fair and reasonable and in accordance with industry standards.
The roof replacement was completed on April 5, 2022. The anticipated start of construction for the restrooms and ceiling renovation is November 2022.
Fiscal Impact:
Funding for the David Park Tennis Center Project was included in the amended FY 2022 Capital Improvement Plan, and is available in account numbers 334.179901.51900.563010.001208.000.000, 334.179901.51900.563020.001505.000.000 and 334.309901.57200.563020.001414.000.000.
