Explanation:

In the area abutting South Dixie Highway between Adams Street and Hollywood Boulevard east South 22nd Avenue only fourteen (14) properties are remaining without sanitary sewer service.

 

The Department of Public Utilities finds that it is cost-effective and prudent to address the lack of sanitary sewer on Monroe Terrace, the location of the fourteen (14) properties, before the completion of the water main project at that location, and the repaving of the roadway.

 

The Department of Public Utilities staff completed the design and permitting of the pipeline and other components of the sanitary gravity sewer system.

 

On October 19, 2016, the Department of Public Utilities staff advertised the project soliciting qualified construction services, and on November 10, 2016, three (3) bid proposals were received at the Office of the City Clerk and were publicly opened at the City of Hollywood Southern Regional Wastewater Treatment Plant with the following results:

After thoroughly evaluating the bid proposals for compliance with the contract documents, Department of Public Utilities staff determined the bid proposal received from Sun Up Enterprises, Inc. to be the lowest responsive and responsible bidder.

 

A Notice of Intent to Award related to the project was posted on the City of Hollywood website, in DemandStar, and was sent via email on November 10, 2016 to all the bidders and the posting of the notice resulted in no apparent bid protesters.

 

The Department of Public Utilities recommends the City Commission authorize the appropriate City Officials to execute the attached contract between Sun Up Enterprises, Inc. and the City of Hollywood, together with such nonmaterial changes as may be subsequently agreed to by the City Manager and approved as to form and legality by the City Attorney, in the not to exceed amount of $168,565.50.

 

It is necessary to amend the approved FY2017 Capital Improvements Program and allocate funding for the contract amount of $168,565.50 and for program management services of $11,434.50 for the aggregate total amount of $180,000.00 as set forth in the attached Exhibit A.

 

The estimated time to complete the construction services is sixty (60) days from the Notice to Proceed date.
