Explanation:
The Department of Public Utilities (“Department”) has the responsibility for planning, regulating, designing, constructing, operating, and maintaining a stormwater system, comprised of catch basins, drainage pipes, exfiltration trenches, outfalls, retaining ponds and stormwater pump stations within the City’s corporate limits. A Stormwater Master Plan is necessary to most effectively fulfill the City’s responsibilities, comply with regulatory programs at various levels (federal, state, county and local), provide a high level of service to its residents, accommodate growth and economic development, and protect public health, safety and the environment.
On December 2, 2020, pursuant to Resolution No. R-2020-320, the City Commission approved the professional engineering services agreement with CDM Smith, Inc. (“CDM”) in an amount of $4,703,712.00, which included a fee in the amount of $2,075,655.00 for Phase 1 of the project and estimated fee in the amount of $2,628,057.00 for Phase 2.
Phase 1 of the Stormwater Master Plan is complete and the Department needs to proceed to Phase 2. The fee for Phase 2 was re-negotiated to $2,345,974.00 based on results from the work of Phase 1.
Phase 2 of the Stormwater Master Plan will conduct tasks of inter-agency and governmental meetings, continuation of field data collection, future condition stormwater modeling, sea level rise and storm surge evaluation and considerations, capital improvement program and conceptual permit application, Stormwater Master Plan development and other optional services.
The attached Resolution seeks the City Commission’s authorization to execute the attached Authorization to Proceed for Work Order No. CDM 22-01 with CDM for Stormwater Master Plan - Phase 2 in an amount not to exceed $2,345,974.00, based upon the project scope and fee and the terms and conditions of the current professional engineering services agreement for the project.
Upon authorization from the City Commission, the project will be completed in approximately 12 months from the date of execution of the Authorization to Proceed.
Fiscal Impact:
Funding for this project was included in the amended FY2022 Capital Improvement Plan, and is available in account number 443.419901.53800.531210.001369.000.000.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
