Explanation:
The City of Hollywood, Florida seeks the opportunity to redevelop approximately twenty-two (22) acres of City owned property located at 1600 South Park Road, formerly the City's landfill however currently identified as the Park Road Redevelopment Site.
 
The Department of Public Works requires the services of a qualified Environmental Engineering firm to provide a full spectrum of services resulting in the presentation of various scenarios for redevelopment and the implication of these scenarios on the development costs of a landfill closure plan and contamination site.
 
On July 18, 2014, Request for Qualifications (RFQ) Number 4427-14-IS was electronically advertised via BidSync in accordance with the City's Purchasing Ordinance, Section 38.42(A).
 
RFQ-4427-14-IS was opened at 3:00 p.m., on Tuesday, August 19, 2014, which resulted in responses from the following four (4) firms:
 
·      GFA International, Inc.
            Delray Beach, Florida
 
·      Kimley-Horn
            Miami, Florida
 
·      Langan Engineering Environmental Services
            Miami Lakes, Florida
 
·      URS Corporation
            Miami, Florida
 
Evaluation of the proposals submitted for Environmental Engineering Services was based upon the criteria as established in the RFQ as follows: technical expertise, quality control, staff qualifications and firm background, experience with similar projects and City of Hollywood, schedule and availability and references.
 
On September 10, 2014, an Evaluation Committee consisting of the Director of the Department of Community and Economic Development, the Director of Public Utilities, the Director of Public Works and the Engineering Support Services Manager met to evaluate all four (4) firms and a shortlist was created with three (3) firms scoring 313 points or higher as follows:
 
Kimley-Horn
Langan Engineering Environmental Services
URS Corporation
 
The three (3) highest ranked firms were invited to participate in oral presentations and interviews by the evaluation committee on November 14, 2014.
 
Based on the oral presentations and interviews the evaluation committee ranked the shortlisted vendors as follows:            
                              
1. Langan Engineering Environmental Services
2. Kimley- Horn
3. URS Corporation
 
The initial term of the agreement will be for two (2) years with the option to renew for one (1) additional one (1) year period.
 
Award is subject to the City receiving all insurance required and approved by the City's Risk Manager and other terms and conditions required by the City Manager and the City Attorney.
 
The Director of Public Works and the Director of Procurement Services have recommended that the City Commission authorize the appropriate city officials to negotiate and execute an agreement with the highest ranked firm.
